Lira and Pacheco indicate haste in framework – 05/23/2023 – Market

The presidents of the Federal Senate, Rodrigo Pacheco (PSD-MG), and of the Chamber of Deputies, Arthur Lira (PP-AL), said that the National Congress will not accept changes in issues recently approved in parliament that do not go through both Houses.

“Revisiting themes that Congress voted on a short time ago has to happen within the scope of Congress. The government has been informed of this”, said Lira in reference to three subjects: the privatization of Eletrobras, the decrees that altered the Marco do Saneamento and the autonomy of the Central bank.

“We have already faced these issues and consider them a national reality”, evaluated Pacheco.

The two presidents spoke alongside the Minister of Finance, Fernando Haddad (PT), after a meeting between the three, the president of the Central Bank, Roberto Campos Neto, the rapporteurs of the new Fiscal Framework, Cláudio Cajado (PP-BA), and of tax reform, Aguinaldo Ribeiro (PP-PB), and businessmen.

The message refers to three movements of the government of President Luiz Inácio Lula da Silva (PT) that did not please Congress: the criticism of the BC’s autonomy, the changes by decree in the sanitation rules and the attempt to revert in the STF a point of law that privatized Eletrobras.

The overthrow of part of the changes in the sanitation decrees has already been approved in the Chamber and is under analysis in the Senate.

The meeting served to “mark a moment of stability and communion of efforts, a very healthy relationship between the Legislative and Executive”, pointed out Pacheco.

According to him, there is a good prospect of approval of the fiscal framework in the Chamber and the project will have “due speed” in the Senate.

Another issue discussed at the meeting was tax reform. In this case, highlighted Haddad, the Treasury expects the project to be approved by the Chamber in the first semester.

The interest rate was a theme “present in a good part of the meeting”, said Lira. According to Pacheco, it was the “intent of all those present” to make a gradual reduction in the Selic possible.

The BC president, present at the meeting, did not participate in the speech.
