Judge of TJAM launches book on legislation of the judiciary organization

The book entitled “Laws of Judicial Organization of the Amazon” will be launched this Thursday (9), organized by the judge from Rio Grande do Sul, Cezar Luiz Bandiera. The launch will take place from 10 am, in the building of the Judicial School of the Court of Justice of the State of Amazonas (TJAM).
The president of the Superior School of Magistratura do Amazonas (Esmam), Flávio Humberto Pascarelli Lopes, praises the importance of Cezar Luiz’s work. “This is because, through it, it will be possible to have effective and enlightening access to the legislation of the judicial organization, considered the backbone of the institution, since its objective is to define the attributions of its agents and auxiliary services, to establish competences , create and structure extrajudicial services”, he explained.
Far beyond a simple survey of data, Bandiera aimed, mainly, in the author’s notes, carrying out a deep analysis of the content of the ‘Laws of Judicial Organization’, its objective being to reveal and understand the evolution of the constructive technique of the norms themselves, as well as its wording standard, its way of expressing the normative content and scope, all associated with the political historical moment experienced.
Still according to Pascarelli, during the reading of the work, it was possible to revisit the past, drawing a parallel with previous editions. “The necessary changes that emerged along the way are clear, as a result of the evolution of society, new technologies and several other factors”, he said.
In the more than one thousand three hundred pages that make up the work, it is possible to notice the author’s concern in contributing, clarifying doubts and sharing data with the intention of serving as a relevant element, both for the performance of private law and for the Public Ministry, Public Defender’s Office public, prosecutors and other interested parties who resort to it.
Cezar Bandiera’s meticulous writing evidences the ethical and committed posture in his professional activities in the exercise of daily attributions at TJAM. In his career in the judiciary, Bandiera was an auxiliary judge of the Corregedoria Geral da Justiça do Amazonas.
In 2014, he was appointed auxiliary judge of the Corregedoria Nacional de Justiça (CNJ) for a two-year term. He was currently acting in the TJAM Plenary as a summoned judge.
He was also a judge member of the Regional Electoral Court of the State of Amazonas (TER/AM) and, in the capital, he was responsible for the 32nd and 58th Electoral Zones of Manaus. He has the title of “Citizen of the Municipality of Parintins”, in the interior of Amazonas, which was granted to him in 1984; and the title of “Citizen of the State of Amazonas”, an honor received in 2016.
About Cezar Luiz Bandiera
Graduated in Legal and Social Sciences from the Pontifical Catholic University of Rio Grande do Sul (PUC/RGS) and PhD in Constitutional Law from CIESA in Fortaleza, Judge Cezar Luiz Bandiera, joined the judiciary in 1983, approved in the competition for substitute career judge of the Amazon Court. He served as a judge in the districts of Parintins, Manacapuru and Benjamin Constant, where he also served as an electoral judge.
Promoted to the capital in 2004, he assumed the title of the 4th Court of the Municipal Public Treasury (today, the 5th Court of the Public Treasury of Manaus), where he operates until the present date, in which he was promoted to judge.
“It was a career of intense activity both in the capital and in the interior of the State. Always with a view of welcoming the jurisdictional, of compassion for the vicissitudes of human nature, because living is difficult, especially for the underprivileged. The poor are often those most in need of justice. By the way, it was this feeling that motivated me to come from Rio Grande do Sul to Amazonas”, he concludes.
