Investment of R$ 51.7 million from the Paulo Gustavo Law reaches 20 thousand culture makers in Amazonas

Manaus (AM) – Representing governor Wilson Lima, the vice-governor of Amazonas, Tadeu de Souza, launched this Thursday (28) nine notices of the Paulo Gustavo Law, which total R$ 51.7 million in federal resources to finance at least 800 cultural projects , with the expectation of reaching 20 thousand cultural producers across the state. The launch was held at Teatro Amazonas, in the central region of Manaus.

At the ceremony, the vice-governor announced that both notices and registrations will be available from this Friday (29) on the website of the Secretariat of Culture and Creative Economy, which coordinates the application of the Paulo Gustavo Law at the state level. At the event, Tadeu de Souza highlighted the employment and income opportunities generated by the Wilson Lima Government’s policy of valuing the cultural ecosystem.

“Not only the artist, the cultural producer, the artistic company, but the entire production chain of the cultural ecosystem will benefit. The supply chain linked to the acquisition of inputs for the construction of scenarios is enhanced. In addition to other work activities, from seamstress to locksmith, who also benefit. There is an entire economic environment that is enhanced”,

listed the lieutenant governor.

The notices serve nine different segments, including: Audiovisual, which received priority in the distribution of resources from funds managed by the Ministry of Culture (MinC), with more than R$36 million; Promotion of Arts and Culture; Popular culture; Micro and Small Businesses in Audiovisual; LGBTQIAPN+ culture; Hip-Hop Culture; Black People; Indian people; and Culture +Inclusion, for artists in situations of social vulnerability.

Alongside the state secretary of Culture and Creative Economy, Marcos Apolo Muniz, the vice-governor highlighted that the notices were prepared with the direct participation of the Amazonian artistic class, in more than 20 sectoral meetings and public consultations. The idea, pointed out Tadeu de Souza, was to get as close as possible to the reality of each segment of the Amazonian cultural ecosystem.

“R$51.7 million were made available after intensive work in formulating the notices. All aspects are covered. Part of the resources are directed to audiovisual, but in keeping with the spirit of the law, we stratified the resources and vulnerable artists, ethnic and racial groups and the interior are covered, especially in this part of deconcentration and regionalization of culture” ,

pointed out the lieutenant governor.

The ceremony to launch the notices was attended by the coordinator of the MinC state office in Amazonas, Michelle Andrews; the mayor of Novo Airão and vice-president of the Association of Municipalities of Amazonas (AAM), Frederico Junior; in addition to artists, cultural producers and sector leaders.

Registrations

Registration for the Paulo Gustavo Law notices begins this Friday (29/09) and runs until October 16th, only via the website cultura.am.gov.br. According to Secretary Marcos Apolo Muniz, interested parties must be included in the State Register of Culture.

Throughout the registration period, the Secretariat of Culture and Creative Economy will promote workshops in the capital and in the interior, which will be broadcast live on social media and on TV and Radio Encontro das Águas. In addition, physical rooms and chats will be made available to help understand the notices, prepare and manage projects benefiting from the law’s resources.

After registration, the projects will be analyzed by evaluators accredited by the department, as explained by the secretary. “We will have until mid-October to present the proposals. The next stage is to evaluate these proposals. As soon as they are published, duly consolidated, with the list of proponents who will have access to the resource, the State Finance Department begins the payment process scheduled for later this year”,

said Marcos Apolo Muniz.

Investments

After the adhesion of all 62 cities in Amazonas, which had their action plans approved by the Ministry of Culture (Minc), Amazonas received a total of R$ 87,265,401.04 allocated to the cultural sector of the state and municipalities through the development package linked to the Paulo Gustavo Law.

Of this amount, R$51,714,200.41 is being operated by the State Government. After the process of preparing the notices, the division of resources gave priority to the audiovisual sector, which will have a portion of R$ 36,623,200.00 available to finance, at least, 330 cultural projects in the capital and in the interior.

The other notices will have the following investments: R$7,080,000.00 for Promotion of Arts and Culture; R$2,600,000.00 for Popular Culture; R$ 1,300,000.00 for Micro and Small Audiovisual Companies; R$900,000.00 for LGBTQIAPN+ Culture; R$900,000.00 for Hip-Hop Culture; R$810,000.00 for Black People; R$810,000.00 for Indigenous Peoples; and R$568,063.17 for Culture +Inclusion.

The Paulo Gustavo Law (Complementary Law No. 195/2022) enables the largest direct investment in the cultural sector in the history of Brazil – around R$3.8 billion to states, municipalities and the Federal District – the most impacted during the Covid pandemic. 19. The law was named in honor of Paulo Gustavo, a symbol artist of the category, who fell victim to the disease in 2021.
