INSS: Budget does not provide for resources to clear the queue – 04/24/2023 – Market

The Minister of Social Security, Carlos Lupi, said this Monday (24th) that the Budget does not have the resources to cover the addition of 800,000 to 900,000 more people to the Social Security payroll, the number needed to put an end to the line at the INSS (National Social Security Institute).

Lupi met with the Minister of Finance, Fernando Haddad, to discuss the Ministry of Social Security’s budget forecasts.

“We have already vegetative growth in the Social Security payroll and, as we are working hard to resolve this queue issue by the end of the year, we are going to have a real increase”, said the minister.

“This means that, in addition to the vegetative growth per year, which is 1 million, you will have 800,000 to 900,000 more. So we also have to build our position for the payment accounts of these people.”

According to him, it is necessary to see how to obtain the source of funds for these payments beyond what is budgeted. “For what is being planned for the vegetative budget of 1 million, 1.1 million, which every year grows among retirees, pensioners, welfare beneficiaries, it is foreseen and budgeted.”

The final calculation is not yet ready due to the difficulty of considering variables such as working time and type of benefit —there is a difference between retirement, pension and BPC (Continued Provision Benefit).

“The plus side is that she [a fila] it will decrease. The negative side is that it increases the expense that was not foreseen”, he said. “The resource to reduce the queue, as we intend, want and will do, the Budget is not foreseeing that.”

Lupi stated that the payment of bonuses to servers to speed up skills from May onwards should help clear queues by the end of the year.

“With that, production capacity is doubled. So, I think that, in six months, I can put the queues up to December in 45 days, which is the legally stipulated period,” he said after the meeting with Haddad.
