The Minister of Education, Camilo Santana, stated this Tuesday (9) that the government plans to start paying incentive payments to poor high school students from March. The individual value of the benefit must still be detailed in regulation, and after President Luiz Inácio Lula da Silva sanctions the text of the Provisional Measure (MP) that establishes the program and which was approved by the National Congress in December last year.

“We are working so that, from March onwards, students will start receiving payment. This is the calendar, we are working because this involves Caixa Econômica Federal, it also involves the states, so that we can execute this program”, he told journalists, at Palácio do Planalto, after participating in a meeting with the President of the Republic. “This is the stage [do ensino básico] where there are more school dropouts and dropouts, especially the first year of high school”,

argued the minister.

The MP sent by the government and approved by Congress provides for incentives for students registered in the Single Registry of Social Programs (CadÚnico), which is covered by Bolsa Família, or for young people aged 19 to 24 enrolled in the Youth and Adult Education program ( EJA). The benefit is expected to reach around 2.5 million young people.

The program provides for the payment of two types of aid. The first will be paid monthly, at least for nine months a year, and can be withdrawn at any time. The second expected payment is annual, made at the end of each academic year, but the withdrawal, in this case, can only be made after completing all of high school.

The student must still have a school attendance of 80% of school days, without failing. In addition, you must participate in exams such as the Basic Education Assessment System (Saeb) and the National High School Exam (Enem). It will be up to state governments to adhere to the program and certify the school attendance and performance of the benefited students.

The resources that the Union will use to finance this policy will come from the financial surpluses of the Social Fund (FS). Created to receive resources from the federal government for pre-salt oil exploration, this fund provides financing for actions in other areas, such as public health, science and technology, environment and mitigation and adaptation to climate change.

Last month, Camilo Santana had already announced the transfer, by the Ministry of Finance, of R$ 6.1 billion to the fund that will finance the program, which was called Savings to Incentive for Permanence and School Completion for High School Students public, the Nest Egg.

Regarding the bill that changes the rules of the new secondary education, whose vote on the report was postponed to be voted on this year, Camilo Santana defended that the National Congress takes into account what was presented in the public consultation carried out with students, communities and educators over the past year, and then sent as a bill by the President of the Republic.

It turns out that the proposal presented by federal deputy Mendonça Filho (União Brasil-PE), rapporteur of the PL, was significantly modified in relation to the original text. Mendonça Filho was Minister of Education in the Michel Temer government when the new secondary education was proposed, in 2017, and practically maintained the same current parameters.

“We will open dialogue again with the president of the House [Câmara dos Deputados], with the rapporteur, who is the former minister Mendonça Filho. Let’s talk to Parliament again so that we can approve the project that has been forwarded. Especially because it was not a project built just by the president, by the Ministry [da Educação]. It was a project built by several institutions, from the states, teachers, secretaries, students,” he stated.
