Minister Fernando Haddad, of Finance, stated that there was “fiscal irresponsibility with very low growth” after the re-election of former president Dilma Rousseff (PT) in 2014 and inauguration in 2015, and that she was prevented from continuing in office after the impeachment in next year.

We had 10 years of fiscal irresponsibility with very low growth, spending did not produce the intended effects”, he said.

Haddad classified the period as a “confusion” and that there was “a mistake” by the political class and the country’s intellectual and economic elites. “We have to account for these 10 years, and the best way to do it is to reorganize, to rebuild Brazil”, he added.

The minister recognized the political challenges and interests that conflict in the processing of laws in Congress, highlighting that there needs to be an understanding of the risk and opportunity that Brazil faces at this time.

“I understand that it cannot be seen: there are political constraints, interest groups, pressure groups, interests that are legitimate, interests that are not so legitimate, which are present in the processing of laws”, he pointed out.

Regarding the relationship between the Executive and the Legislative, as well as the federal government with the Central Bank, Haddad stated that there are challenges, but expressed optimism about the medium and long term, which promises to be positive for the country, as long as everything goes well .

The minister also warned of the risk of what he called “green patrimonialism” in the process of transition to clean energy, where public and private interests could become confused. This is an issue that deserves attention to ensure sustainable and equitable development, he said.
