Minister Fernando Haddad, of Finance, said at the end of this Tuesday afternoon (15) that he will wait for the next meeting of party leaders of the Chamber of Deputies to reduce tension with the president of the house, Arthur Lira (PP-AL). The parliamentarians’ meeting is scheduled for next Monday (21), as also confirmed by Deputy Cláudio Cajado (PP-BA), rapporteur for the new fiscal framework project.
Haddad met with the president of the Senate, Rodrigo Pacheco (PSD-MG) in which he discussed some of the changes made by the senators in the proposal, which has sensitive points that still lack consensus, such as spending on Fundeb and the Constitutional Fund of the Federal District .
Another point is the calculation of the Extended National Consumer Price Index (IPCA) in the adjustment of the fiscal rule targets. Haddad stated that “there was explanation about that, and I think it gives the budget more clarity. Inflation at the end of the year will be reflected in the collection of the following year”, in a record of the Brazil Agency.
While Haddad was explaining the meeting in the Senate, in Pacheco’s office, Lira was giving a press conference in the Chamber of Deputies, committing herself to the vote on the fiscal framework next Tuesday (22). Upon returning to the Ministry of Finance, Haddad mentioned that a personal meeting with Lira has not yet been scheduled, only telephone conversations.
Regarding the Provisional Measures (MPs), the minister promised to get in touch with Lira to inform about the meeting with Pacheco and make experts from the Ministry of Finance available to clarify questions about two MPs approved the previous week by the special committee of the Senate and which now will be voted on by the plenary of the Chamber.
The provisional measures are MP 1172, which updates the Income Tax table and raises the minimum wage, and MP 1171, which establishes the taxation of offshores, investment companies abroad.
“In order to become aware, including, of the improvements that were made by the special commission, which were not few. There were 17 amendments accepted, which gave more clarity to the text and more tax justice”, declared Haddad after the meeting with Pacheco.
Previously scheduled for Monday (14), the meeting between Haddad, Lira, party leaders, experts from the economic team and the Joint Budget Commission was postponed for a week after a statement by Haddad to journalist Reinaldo Azevedo. In the interview, broadcast on Monday, the minister mentioned that the Chamber “has very great power” and that the House should not use that power to “humiliate” the Senate and the Executive Branch.
In the late afternoon of the same day, Haddad corrected himself and explained that he was referring to the change in coalition presidentialism in recent years and that he had no intention of criticizing Lira.
