For the agreement to be valid, it still needs to pass through the scrutiny of the National Congress until the end of April. The government’s initial proposal was that the increase be 7.8% as of March, in addition to the R$ 200 in food stamps, which was rejected by public servants. The representative entities asked, in the following weeks, for a higher readjustment, of 13.5%, not accepted by the federal government. “We know that the government has made a tremendous fiscal effort in the midst of this crisis we are going through. Finding budgetary resources to, if not completely recompose the inflationary losses of recent years, but partially and to signal that the government wants the public servant by its side”, stated Rudinei Marques, president of the National Forum of Typical State Careers (Fonacate). According to information from the Statistical Panel of Personnel, of the Ministry of Planning, there are about 560,000 public servants active in the Executive, 47% in direct federal administration, 39.7% in federal autarchies and 12.9% in federal foundations . In the increase proposed for this year, the Ministry of Management reported that the impact on public accounts will be R$ 11.2 billion this year. The amount was already foreseen in the 2023 Budget. This amount was proposed in 2022, during the management of President Jair Bolsonaro, and maintained by the government of President Luiz Inácio Lula da Silva. Last increase The last broad readjustment for civil servants was announced in 2018, by then-President Michel Temer. Initially, it would be valid in 2019, but at the time the economic team convinced Temer to readjust salaries from 2020 onwards. In 2020, the Bolsonaro government authorized new readjustments, but only for the military, due to the career restructuring process. In 2021, the budget proposal for 2022 brought authorization for new public tenders, but did not include readjustments for servers already admitted. In the vote on the 2022 budget in Congress, however, parliamentarians set aside BRL 1.7 billion for readjustments in some categories – an amount that ended up not being used, despite the strikes at the Central Bank and the National Treasury. The argument was that there was no room within the spending ceiling – a mechanism that limits government spending to inflation variation in the previous year.
