Federal employees will receive a 9% readjustment – 03/24/2023 – Market

The government of Luiz Inácio Lula da Silva (PT) signed this Friday (24) a linear readjustment of 9% for federal employees, added to an increase of R$ 200 in food allowance. The new values ​​will be valid from the month of May.

The proposal was formalized by the government this month and had been sent to representative entities after a meeting held by the Ministry of Management and Innovation in Public Services with the participation of unions.

The cost of the measure for the public coffers will be R$ 11.2 billion. This amount was already foreseen in the Annual Budget Law (LOA).

At the meeting, a first offer of recomposition of 8.4% was even offered from April – which had displeased the entities affiliated to the national forums of public servants, who spoke of “total frustration”. After pressure, the negotiation advanced until reaching 9% – without retroactive payment. The value of the food allowance for those who are active, with the correction, will increase to R$ 658.

Different categories of functionalism voted in favor of the terms throughout the month. With no salary adjustment since 2019, Central Bank employees, for example, gave the green light to the agreement at an assembly held this month. The deliberation had 95% of votes in favor of the measure.

According to Fabio Faiad, president of Sinal (National Union of Central Bank Employees), the accepted offer is seen as an “emergency readjustment”. “The plan is to move forward with career restructuring,” he said, after having met this month with the Director of Administration at the BC, Carolina de Assis Barros.

The final percentage fell far short of the 27% claimed by the category in 2022, when it put pressure on the government with a strike that lasted from April to July, with a brief two-week break during negotiations.

The movement of BC servants last year was part of the national mobilization of civil servants for salary readjustment and career restructuring. The pressure began after then-president Jair Bolsonaro (PL) waved an increase only to federal police officers, a category that makes up his support base.

Fenapef (National Federation of Federal Police) also approved, in a general meeting held virtually, the linear adjustment proposed by the government. The entity’s president, Marcus Firme, said in a note on the website that the increase was not ideal and said that the category needs a real salary restructuring.

The category of auditors and federal technicians of Finance and Control, with servants of the National Treasury and CGU (Controladoria-Geral da União), deliberated for the approval of the readjustment proposal, with 94% of favorable votes.

For Bráulio Cerqueira, president of Unacon Sindical, the measure represents only an initial step in relation to the demands of the category. “An advance in relation to recent years, a first step, still insufficient, towards recovering accumulated losses and addressing the specific agendas of Treasury and CGU employees”, he said this month.

The government’s original proposal was a linear readjustment of 7.8%, also accompanied by an increase of BRL 200 in food allowance, offered at a negotiation table held in February. Civil servants, in turn, asked for the application of a linear percentage of 13.5% as of March.

The 9% increase agreed with the civil servants coincides with the value quoted at the Sheet by Minister Dweck in her first interview in office.
