The initiative, which was a campaign promise by President Luiz Inácio Lula da Silva (PT), will be made official through a provisional measure that, according to him, was published this Monday. The program, however, should start to take effect only in July, when creditors will be able to start registering on a platform. Only after this step will debtors be able to renegotiate debts with discounts. Fernando Haddad predicts that at least 30 million Brazilians will be reached by the measure. The minister classified the initiative as a “program that deals with the pandemic”. “This is the maximum limit that the program can reach. According to Haddad, the negotiations made by the debtors will be guaranteed by the Operations Guarantee Fund (FGO) — that is, the FGO will guarantee the payment of the debt to the creditors, even if the negotiated installments are not settled. The FGO is the same fund that guarantees loans made by the National Support Program for Microenterprises and Small Businesses (Pronampe), which provides loans to small businesses with lower interest rates and longer terms to start paying. “We put under the umbrella of the FGO, which has almost R$ 10 billion in resources, to guarantee the negotiated credits”, he said.
