Gas stations already sell gasoline for R$6.99 in São Paulo – 02/03/2023 – Market

São Paulo drivers and app workers already feel in their pockets the reflection of the resumption of the collection of federal taxes on gasoline and ethanol, valid since March 1st.

Whoever fills up on Avenida Brigadeiro Faria Lima, south of São Paulo, can find gasoline for up to R$6.99 a liter. The same amount is being charged at gas stations in the central region of the city, such as the one located at Rua Amaral Gurgel, number 387.

The average price in the state also rose and is now at R$5.30, according to surveys by Ticket Log and Triad Research. Until the announcement by the Minister of Finance, Fernando Haddad, fuel was sold, on average, for R$ 5.05 in the state of São Paulo.

According to the most recent data from the Ticket Log Price Index, gasoline became more expensive at stations in all regions of Brazil. “The biggest increase, of 5.7%, happened in the South region, with fuel passing on average from R$ 5.22 on the 27th, to R$ 5.52 on the first day of this month”, says Douglas Pina, director -general mobility at Edenred Brasil.

“When we look at the Southeast, the region that had the second highest increase in the country for gasoline, 5.5%, with the average price going from R$ 5.21 to R$ 5.50, especially for the cities of São Paulo, Rio de Janeiro and Belo Horizonte, the capital that suffered the most expressive increase, of 8.9% during the period, was Minas Gerais, where fuel went from R$ 5.08 to R$ 5.53”, says Pina on survey made at the request of Sheet.

For ethanol, taxes rose less, and the consumer sees little change in gas stations. The government estimates that fuel should be R$ 0.02 more expensive at pumps.

According to a daily survey by Triad Research, the average price of ethanol went from R$4.12 on January 27th to R$4.21 on the 1st. 1,056,645 prices from 586,416 surveys in 31,779 stations were considered for the analysis.

Fighting abusive prices

The government decided to charge from this Wednesday (1st) R$ 0.47 per liter as PIS/Cofins, a tax that had been zeroed since June 2022. In the interview, Haddad said that, considering the cut of R$ 0.13 per liter promoted by Petrobras in its refineries, the impact would be R$ 0.34 per liter. Experts, however, estimated that the rise will be less than estimated by the minister.

The final transfer depends on the commercial policies of distributors and fuel stations and on the evolution of the price of anhydrous ethanol, among other factors. As there is no control or regulation of fuel prices in Brazil, it is possible to have a difference in value on the same street.

Procon-SP claims that it has a team to inspect gas stations throughout the state, with the aim of curbing irregularities in relation to the Consumer Protection Code.

“According to the CDC and ANP Resolution 41/2013, it is the obligation of gas stations to display the prices of all products sold, clearly and correctly. The information must be provided in such a way that the consumer is not induced to error as to the real amount you will pay when refueling your vehicle”, says the state body, in a note.

As for the prices actually charged by gas stations, Procon-SP says that any situations that the consumer considers abusive or without just cause can be registered on the website www.procon.sp.gov.br, duly documented, for analysis by the technical bodies. .

In Paraná, the Union of State Fuel Resellers and Convenience Stores claims that some of the main distributors have passed on to service stations price increases above what was announced on the return of federal taxes, alleging that the provisional measure took time to be edited and, because of that , predicted larger readjustments.

This Thursday (2), the federal government gave Procon (Consumer Protection and Defense Program) of each state five days to inform the occurrence of possible abusive practices on fuel prices.

On social networks, consumers criticize the speed with which gas stations readjust fuel prices. Many still remember that gasoline reached close to R$ 10 a liter in 2021, before the rates were zeroed by former president Jair Bolsonaro (PL) in an attempt to bring down the price at the pumps on the eve of the 2022 election.
