The Minister of Finance, Fernando Haddad, went to the Senate in the morning to present the proposal for a new fiscal rule to the President of the House, Rodrigo Pacheco (PSD-MG), and to party leaders. The meeting takes place one day after President Lula has given his approval to the text, which should be publicly disclosed this Thursday. The new set of fiscal rules should replace the measure known as the spending cap, in force since 2017, which limits most federal spending (Executive, Legislative and Judiciary) to the inflation of the previous year. The government also expects to increase investments in areas considered priority. The proposal for the new fiscal anchor envisages limiting spending growth to 70% of revenue. The project brings spending rules combined with primary surplus targets and adjustment mechanisms, in case these targets are not met. With this, the government intends to: zero the Union’s public deficit next year; surplus of 0.5% of GDP in 2025; surplus of 1% of GDP in 2026; stabilize the Union’s public debt in 2026, the last year of President Lula’s term. Specialists consulted by the g1 say that the rule can help in the growth of the economy, in the availability of credit and in the control of inflation.
