Congress approves credits of R$634 million in this year’s Budget

The National Congress approved this Thursday (14) eight budget bills. In addition to the Multi-Year Plan (PPA) 2024-2027 (PLN 28/2023), with a forecast of R$13.3 trillion for public policies over the next four years, parliamentarians approved projects that open up a total of R$634.8 million in credits additional resources in this year’s federal budget.

Among the projects to reinforce the existing budget allocation, or to include expenses in the Budget, is PLN 34/2023, which allocates special credit of R$50.8 million for works and acquisitions by the Judiciary. The resources will come from relocations within the Justice bodies themselves and, therefore, do not affect fiscal goals.

PLN 14/2023 opens additional credit worth R$25.8 million in favor of the Ministries of Science, Technology and Innovation; Agrarian Development and Family Farming; and Women.

In the explanatory memorandum, the government mentioned that R$21.5 million will cover expenses related to the maintenance and operation activities of the National Nuclear Energy Commission (Cnen). Of this total, R$899,000 will be used at Incra, to fulfill the commitment made before the Inter-American Court of Human Rights in reparation to the quilombola communities of Alcântara (MA).

The remaining R$3.5 million will be allocated to implementing policies related to the National Secretariats for Combating Violence against Women; of Economic Autonomy; and Institutional Articulation, Thematic Actions and Political Participation, all subordinate to the Ministry of Women.

PLN 21/2023, in turn, allocates R$393 million to the Brazilian Blood Derivatives and Biotechnology Company (Hemobrás). PLN 23/2023 allocates R$129.9 million to reduce INSS queues. The money will reinforce expenses created with Provisional Measure 1,181/2023, which established the Program to Combat the Social Security Queue.

The program aims to reduce process analysis time; comply with expired court decisions; carry out expert medical examination and document analysis; and carry out an expert medical examination specifically of a federal public servant. The credit will also reinforce the cost of the expertise queue reduction program in general.

Credit of R$ 19.5 million is opened by PLN 20/2023 for the Port of Santos and for the Brazilian Guarantee Fund and Guarantee Management Agency (ABGF). The value comes from the two companies’ own generation of resources. ABGF assists in the execution of public policies that use funds and guarantees provided with Union resources. The body will use R$442,700 to modernize equipment and technological systems.

In the case of the Port of Santos, R$19 million will be used to complete the paving and drainage of Avenida Perimetral Portuária, which gives access to the port. Most of these works would be completed in 2022; however, due to delays in obtaining environmental licenses, they will be implemented with the 2023 Budget.
