Congress approves BRL 3.5 billion credit and readjustment of the DF security forces

The National Congress approved this Wednesday (12) seven bills with changes to this year’s Union Budget (Law 14,535, of 2023). Six of these projects open credits of BRL 3.5 billion in the 2023 Budget.

The biggest credit, of R$ 3 billion, will be used in transfers to states and municipalities to comply with the Aldir Blanc Law 2. Another proposal guarantees an 18% wage increase for security forces in the Federal District. The other six create supplemental and special credits for the budget.

Supplementary credits are those that reinforce appropriations already provided for in the budget law. Special credits create new allocations. In both cases, the credit needs to be offset by canceling the expense in the same amount, informed Agência Senado and Agência Câmara.

The readjustment will be paid to military police and firefighters in the DF (PLN 12/2023). The value is not a credit, as the money that will be used comes from the Constitutional Fund of the Federal District (FCDF). The increase will be divided into two installments, the first of which, in the total amount of BRL 372.2 million, to be paid in July 2023.

The money serves several programs in 11 ministries, in the Electoral and Labor Courts, in the Public Ministry of the Union (MPU) and in the Presidency of the Republic, among others. Resources were approved for: works in the Electoral and Labor Courts; works and functional expenses of Justice and the MPU; functional expenses in the Labor Court and in the Ministry of Education; aid for families settled by Incra; service to nine ministries and the Presidency; and financing of the Aldir Blanc 2 Act and assistance to four ministries.

Analysis of Vetoes

Congress also decided to uphold four presidential vetoes in Wednesday’s session. Two of these vetoes cut funding sources that had been proposed for the Brazilian Agency for International Tourism Promotion (Embratur).

The veto (VET 63/2022) to Law 14,513, of 2022, was also maintained, which gave the government more flexibility to reallocate resources. The vetoed device dealt with the execution of the remains to be paid. It made it possible to change the source of funds for the execution of amounts arising from additional credits approved in the last four months of the year, if they had not been processed due exclusively to inadequate sources.

The rule would also apply to credits for 2021. The Executive said that this change would jeopardize the consolidated financial statements of the Union. In total, three devices had been vetoed, but two were declared impaired (without validity) by the President of Congress, Senator Rodrigo Pacheco (PSD-MG), as they dealt with devices that would only be valid during the term of the 2022 Budget. regarding the reclassification of the so-called rapporteur’s amendments (RP-9).

Congress maintained the presidential veto of the provision of Law 14,531, of 2023, which guaranteed public security professionals the right to opinion and freedom of expression in the hierarchical environment of the police. Two other vetoes to the same law — which expanded the quality of life program for public security professionals, the Pró-Vida — were overturned by deputies and senators.

In total, excerpts from five presidential vetoes were agreed upon by parliamentarians and were analyzed this Wednesday. Only Vet 57/2022 was analyzed in full and therefore left the agenda. The others were left with pending sections. Another 17 vetoes that were on the agenda of Congress did not enter the vote and were left for another date.
