Chinese State Grid takes main lot in the country’s largest energy auction

The National Electric Energy Agency (Aneel) held the largest transmission auction in its history this morning, with total investments of R$21.7 billion and 4,471 kilometers of lines. The event was held at the São Paulo Stock Exchange, with three lots sold.
Lot 1 was the largest ever auctioned by Aneel and the winner was the Chinese State Grid, which presented an offer of R$ 1.9 billion, with a discount of 39.9% in relation to the maximum Allowed Annual Revenue (RAP). RAP is the revenue to which the transmitter will be entitled for providing the service from the commercial operation of the facilities. The value is included in the consumer’s bill.
Lot 1 has 1,513 km of transmission lines in the states of Maranhão, Tocantins and Goiás. The estimated investment is R$18 billion.
In lot 2, the winner was the Brazilian consortium Olympus XVI, composed of Alupar Investimentos SA and Mercury Investimentos SA, which will expand in the North and Northeast regions, in addition to the Southeast. The estimated investment of the lot is R$2.6 billion. The consortium offered R$239.5 million in RAP, with a discount of 47% on the ceiling.
And lot 3 went to Celeo Redes Brasil, of Spanish origin, which won it with a RAP of R$ 101.2 million, corresponding to a discount of 42.39%. With an estimated investment of R$1 billion, it envisages the construction of a transmission line between Minas Gerais and São Paulo.
The winning companies will be responsible for building, operating and maintaining almost 4,500 kilometers of lines.
The concessions will last 30 years. Construction deadlines vary between 60 and 72 months, and the expectation is to generate 37 thousand direct jobs.
According to the Energy Research Company (EPE), linked to the Ministry of Mines and Energy, the projects come from transmission expansion planning studies that include the participation of Aneel and the National Electric System Operator (ONS).
