Arthur Lira: Tax reform will be voted on by July – 05/19/2023 – Market

The mayor, Arthur Lira (PP-AL), said on Friday night (19) that he hopes to vote by the end of the recess for deputies, in July, on the proposed tax reform.

“The agenda will be in the first semester. I cannot guarantee approval. I can guarantee a wide discussion, facilitate the debate, make matters arrive calmly”, said Lira, after meeting with governors and secretaries of Finance from the South and Southeast at the Palácio Guanabara, seat of the Government of Rio de Janeiro.

Lira said that, although debates on the reform still remain, it will be possible to complete it by July. For the president of the Chamber, the first year of government is the most propitious for the approval of the proposal.

“If a government does not carry out the reforms in the first year, it cannot do so because of the electoral calendar. And the Senate would have to have the same deadline for discussion as the Chamber, which was six months,” he said.

Lira avoided securing approval for the project. He said, however, that the definition of the details of the new fiscal framework, to be voted on as of next week, could facilitate the approval of the tax reform.

“Regarding the framework, the debate was so wide that we reached 367 [votos pela urgência]. We will work so that the text has an even greater vote. We hope that this phase will be completed next week so that we can focus on its complements, which are the matters that will fix the budgetary space for growth in net current revenue, from the primary”, said the president of the Chamber.

“This discussion will facilitate the discussion of the tax reform. Some more arduous themes that would come in the discussion of the tax reform can be anticipated in this discussion after voting on the framework.”

Governors Cláudio Castro (PL-RJ) and Renato Casagrande (PSB-ES) participated in the meeting and exposed what they classified as “anxieties” in relation to the project. The main concern was to guarantee the maintenance of the regional development fund, to be used to compensate states that lost income with the reform.

“We are in favor of the idea of ​​a reform, but we also think that there are positions that the states can collaborate with. We will not give the false impression that we want to disturb. Every decision taken there affects the day to day of those who are governing”, said Castro.
