Manaus (AM) — Amazonas is the second representative of the North Region and the fourth in the country with the highest number of vacancies reserved by Public Notice No. 4 of Mais Médicos, published this week in the Official Gazette. The document foresees 478 professionals for the state, who will work in 57 municipalities.

With this, Amazonas is second only to Pará in the North Region, which concentrates 644 vacancies. Nationally, the state still loses to São Paulo, with 1,043 vacancies, and to Rio Grande do Sul, with 552 vacancies.

The announcement provides for the adhesion or renewal of municipalities and the Federal District in the program and reserves 6,252 vacancies to be filled in 2,074 municipalities, from the 27 Federation Units, to operate for a period of four years, including a thousand unprecedented positions for the Legal Amazon.

In Amazonas, Manaus leads the list, with 256 vacancies. The announcement provides that each of the 57 municipalities to be served by the program will have at least one seconded physician. Of this total, 37 municipalities will have at least three vacancies, and in eight of them at least eight are reserved. Completing this list, in addition to Manaus, are the municipalities of Benjamin Constant and Coari (11 vacancies), Parintins and Santa Isabel do Rio Negro (nine), and Borba, São Paulo de Olivença and Tefé (eight).

Regions

In the regional cut, the Southeast Region has the largest number of vacancies in the country, with 1,848 professionals working in 497 municipalities. The North Region brings together 1,539 vacancies highlighted for operation in 294 cities. In the Northeast, there are 1,346 vacancies and 641 municipalities. The South Region concentrates 1,114 vacancies in 481 locations and the Midwest, 405 vacancies for 161 cities.

States

According to the announcement, eight states are expected to receive more than 300 places in the program. They are: São Paulo (1,043), Pará (644), Rio Grande do Sul (552), Amazonas (478), Minas Gerais (402), Paraná (338), Ceará (330) and Bahia (303).

Counties

In the sphere of municipalities served, Manaus (AM) holds the largest number of vacancies. For the capital of Amazonas, 256 professionals are planned. São Paulo appears next, with 150 vacancies. In the list of the ten cities with the most vacancies still appear Boa Vista (RR), with 134; Fortaleza (CE), with 91; Rio de Janeiro (EM), with 79; Porto Alegre (RS), with 67; Belém (PA), with 62; Brasília (DF), with 52; Campinas (SP), with 47; and Macapá (AP), with 37.

Vulnerability

To serve the regions that most need it, Mais Médicos uses criteria in the distribution of vacancies, such as the situation of social vulnerability, greater dependence on the SUS for the population’s access to health and difficulty in providing professionals.

In this public notice, 47% of the vacancies were allocated to regions of high social vulnerability, with 1,118 positions allocated to municipalities with extreme poverty and 1,857 to contemplate the high and very high category of vulnerability. Another 666 vacancies (10.6%) are indicated for G100 municipalities, cities with more than 100 thousand inhabitants and low per capita income.

Incentives

According to a survey carried out by the Ministry of Health, 41% of Mais Médicos participants drop out in search of training and qualification. In this way, one of the challenges in serving the regions with the most difficult access is precisely the permanence. To reduce this turnover, Mais Médicos brings more educational and training opportunities. The physician participating in the program can complete a specialization and master’s degree in up to four years. Professionals also start to receive benefits, proportional to the monthly value of the scholarship, to work in peripheries and remote regions.

Mais Médicos also intends to attract professionals trained with the support of the Federal Government. Those benefiting from Higher Education Student Financing (FIES) who participate in the program may receive incentives, which will help pay off the debt.

Medical

In order to support the continuity of women doctors in the program, compensation will also be made, in order to reach the same amount as the scholarship during the period of six months of maternity leave, complementing the assistance from the INSS. For program participants who become parents, 20-day maintenance leave will be guaranteed.

More Doctors

Officially resumed in March of this year, Mais Médicos provides for the opening of 15,000 new vacancies by the end of this year. The goal is to reach 28,000 professionals across the country, taking into account contracts that are still active, with a presence mainly in areas of extreme poverty. Scholarships are worth around R$ 12,800, plus housing allowance.

The goal is to allow 96 million Brazilians to have guaranteed medical care in primary care, the gateway to the Unified Health System (SUS). Operating in basic units, this first service monitors the health situation of the population, preventing and reducing injuries. The investment planned by the Federal Government is R$ 712 million this year.

“One of the most important merits of Mais Médicos is the priority given to training in the SUS, in the work of the basic units, since it is in the daily life of the health services that problems are experienced and solutions are constructed, through a permanent learning process”,

highlights the Minister of Health, Nísia Trindade.

The priority at Mais Médicos is for professionals trained in Brazil. If vacancies remain, Brazilians trained abroad may be hired. If all positions are still not filled, there will be room for foreign physicians established in Brazil and, finally, for foreign physicians.

“The new Mais Médicos comes with a set of measures and advantages to encourage physicians trained in Brazil to work in primary care and specialize during a period of performance at this level of care”,

says the secretary of Primary Health Care of the Ministry of Health, Nésio Fernandes.
