Alesp will discuss Cannabis cultivation – 04/27/2023 – Cannabis Inc.

Institute a planting program for the cultivation of cannabis is the objective of PL 563/2023, registered at Alesp (Legislative Assembly of the State of São Paulo), last Thursday (20). The purpose of the text is to support scientific research and the production of medicines made with substances derived from the plant, such as CBD (Cannabidiol) and THC (Tetrahydrocannabidiol).

The two substances are increasingly used to treat the side effects of various diseases, such as the reduction of seizures caused by epilepsy and the muscle stiffness characteristic of fibromyalgia, which is a rheumatological disease. It is estimated that at least 187,400 Brazilians use plant derivatives for medicinal purposes in the country.

The State of São Paulo already has a law that determines the free distribution of cannabis medicine by SUS (Unified Health System). It was sanctioned at the end of January, but has not yet been put into practice. There is a commission that studies how to do this in the best way.

All input used in the production of therapeutic oils approved by Anvisa (Health Surveillance Agency) is imported. To reduce costs, it would be necessary to manufacture it on national soil. It is a high cost product. A 30 ml glass of CBD, for sale in pharmacies in the country, can reach R$ 2,100.

It is known that the public health system is already overloaded. Introducing the discussion of cultivation is a way of opening the way for distribution in the SUS to actually be possible in practice.

PL 563/2023 was presented by Deputy Caio França (PSB), co-author of Law 17.616/2023, which established the free cannabis medicine, sanctioned by Governor Tarcísio de Freitas. The controversy over growing the plant for medicinal purposes has long since passed in the US. Since 2018, Americans have approved the Farm Bill, which authorizes the planting of hemp (hemp), which the type of cannabis used for the production of medicinal oil, as it has only 0.3% THC. It is worth mentioning that the American regulation considers products derived from cannabis as a food supplement. Unlike here, where they are considered controlled products and must be prescribed by a doctor.
