If approved by the joint committee, the text will still pass through the plenary sessions of the House and Senate. The proposal will expire on June 1 if not voted on. The rules established by provisional measures come into force immediately after the publication of the text in the “Official Gazette”. However, to become definitive law, MPs need to be approved by the House and Senate within 120 days. Justifications The report, if approved, empties the Ministry of Indigenous Peoples (MPI). Bulhões suggests transferring the structure responsible for the demarcation of indigenous lands from the portfolio headed by Sônia Guajajara to the Ministry of Justice. In the justification, the rapporteur states that the measure “aims at neutrality in the analysis of the demarcation processes, preserving in the MPI defense, exclusive usufruct and management of the lands and territories already demarcated”. At a Senate committee hearing earlier this month, Sônia Guajajara positioned herself against the change and appealed to senators for the demarcation of indigenous lands to remain in the portfolio she heads. Bulhões also proposes the withdrawal of the Rural Environmental Registry (CAR) from the Ministry of the Environment, commanded by Marina Silva.
