Unrolls: see which banks will participate in the program – 06/29/2023 – Market

Banco do Brasil, Itaú, Bradesco and Santander reaffirmed that they will participate in Desenrola Brasil, a debt renegotiation program, after the disclosure of the rules this Wednesday (28). Caixa Econômica Federal stated that it “is interested in participating” and that it is evaluating the operational impacts.

The registration of banks, credit unions and other creditors in the program is already open, according to Minister Fernando Haddad (Finance). The accession of debtors still does not have a scheduled date.

Other banks that have confirmed that they will enter Desenrola are Inter, Pan and C6. Banks Banrisul and Nubank said they are studying participation, while BMG said it will not respond. When consulted, Daycoval, PagBank and Mercantil did not send a response until the publication of this report.

In a note, Febraban (Brazilian Federation of Banks) stated that it participated in meetings for the preparation of Desenrola and that the proposal “is aligned” with the financial sector. “Although details are necessary to build and implement the program, the text brought by the referred ordinance points to the right direction”, said the entity.

How does Unroll work?

Desenrola will have two levels of negotiation with the government, estimating the participation of 70 million debtors and the signing of agreements that could add up to R$ 100 billion. Track 1 will be aimed at those who entered the default list as of January 1, 2019 and remained on it on December 31, 2022.

The renegotiated debt will be up to R$ 5,000 and the person must receive up to two minimum wages (R$ 2,640) or be enrolled in the CadÚnico (Single Registry for Social Programs of the Federal Government). Tier 1 does not involve rural credit debt, real estate financing, with real guarantee or operations with third-party funding or risk.

Payment can be made in cash or in installments over 60 months, the amount of which must exceed R$50, with an interest rate of a maximum of 1.99% per month. According to the Ministry of Finance, the index can be reduced by banks or other financial institutions. The discharge of the amount will be made by Pix, boleto or debit. The grace period will be from 30 to 59 days.

The contracting of the renegotiation will only be done through a digital platform, which will still be created by an operating entity to be announced by the FGO (Fundo Garantidor de Operações), the guarantor of the agreements made in track 1. The operating entity will still be responsible for determining how the discount auction will go. Debts will be divided into categories such as credit card, retailers, electricity and sanitation. Lenders offering the highest discounts will be the winners and will be available on the platform for renegotiation. The categories and rules of the auction will still be published in another announcement by the ministry.

Track 2 will have direct negotiation with the bank

Track 2 will be focused on bank debts with customers negotiating directly with banks. Anyone who wants to join can receive a maximum salary of R$ 20,000 per month and the following debts will not be included:

• That are related to rural credit

• That have a guarantee from the Union or from a public entity

• Who do not have the credit risk fully assumed by the financial agents

• That have any kind of prediction of contribution of public resources or that have any interest rate equalization by the Union

Banrisul: the bank did not confirm participation in Desenrola, but informed that the customer can renegotiate debts through the bank application, through WhatsApp on the phone (51) 3215-1900, through bank branches and through internet banking at the link:

Caixa and the banks Santander and C6 informed that they are studying the renegotiation conditions for band 2 to disclose which channels will be used for the agreements. Itaú, Pan, Nubank, Daycoval, Mercantil, PagBank and BMG did not respond.

What are the next steps?

After the banks and creditors have joined, an auction will be held by credit category (for example: bank debts, basic service debts and company debts), with the winner being the creditor that offers the highest discount for the debt to be renegotiated. Those who propose smaller discounts will be excluded from the program.

The rules for participation in the auction and its public notice will still be released by the Ministry of Finance.

After the auction, the process of including the debtors in the program will be carried out and, finally, there will be the debt renegotiation period between the debtor and the bank chosen by the defaulting person. The debtor will pay the bank, which will transfer the amount to the creditor.
