For people who owe up to R$5,000, the debt can be renegotiated and paid in up to 60 installments, according to the ministry. The expectation is that the renegotiations will begin in July, because the government will still hold an auction for creditors to join the program. Ranges and renegotiation Range I Range I is reserved for people earning up to two minimum wages or who are enrolled in the Single Registry (CadÚnico). The Ministry of Finance informed that the program will offer a guarantee for the renegotiation of debts of up to R$ 5 thousand. See the rules below: Debts registered until December 31, 2022 will be renegotiated. Payment can be made in cash or by bank financing of up to 60 installments. The debtor needs to choose a bank registered in the program to carry out the renegotiation. For those who choose to pay in installments, there will be no entry. The first installment will mature after 30 days. Interest on the loan will be 1.99% per month. Payment of installments can be made by debit account, PIX or bank slip. If the debtor does not pay the installment, the bank will be able to charge and leave the person’s name “dirty” again in the square. Program beneficiaries will also be able to take a Financial Education course. In this range, the following debts cannot be financed: rural credit; real estate financing; credits with real guarantee; operations with third-party funding or risk. The government explained that, by leaving the debtor free to choose a bank to renegotiate the debt, financial institutions will be encouraged to compete and offer better conditions for payment. Tier II In the case of Tier II, only people with bank debts will be served. Debtors will be able to renegotiate directly with the financial institution. Unlike Tier I, for this group the government will not offer a guarantee. On the other hand, in exchange for debt discounts, banks will receive an incentive to increase the credit offer. Both Tier I and Tier II will be exempt from paying Tax on Financial Operations (IOF). Forgiven debts Banks that participate in the program will have to immediately forgive and clear the name of consumers who owe up to R$ 100. According to the Ministry of Finance, 1.5 million Brazilians have debts of that amount. “The idea is that he [banco] immediately remove the name of the SPC, Serasa, in order to qualify to participate in the program”, said Minister Fernando Haddad.
