From January until last month, the queue of beneficiaries waiting for care grew by 8.5%. The data are from the Ministry of Social Security and were obtained through the Access to Information Law by the Brazilian Institute of Social Security Law (IBDP). This year, the INSS suffered constant problems in the systems, managed by Dataprev, which led to the cancellation and rescheduling of several investigations. This is one of the factors that may have contributed to the growth of this queue, according to the president of the IBDP, Adriane Bramante. Around 25,000 inspections are performed daily throughout the country. About 5% of them — that is, 1,250 expertise per day — are impacted by system instability. Local system outages—that is, only in a specific agency—are even more frequent than widespread ones. “Most agencies [do INSS] works with a very low internet link. Any instability in the network, it stops working”, says a server who prefers not to be identified. This means that all the investigations that would be carried out in that location have to be rescheduled for another date. one in five people do not show up for the inspection, according to data from the Ministry of Social Security. To try to mitigate the number of absentees, the Ministry is testing a pilot project during the month of June. Lack of experts According to specialists, the number of INSS experts is insufficient to meet the current demand, mainly with the accumulation of requests what happened during the pandemic. Currently, there are 2,900 experts working in Brazil, but the number has already reached 4,500. “The result of retirements and career abandonment. It is difficult to allocate professionals in the interior of Brazil”, explains Secretary Cunha. Of the 1,600 INSS agencies, only 700 have experts. The Ministry of Social Security has already forwarded a request for a tender to hire new experts. As the forecast is that new professionals will only be hired in the second half of 2024, a Provisional Measure that allows experts to work overtime should be approved in the coming days, according to secretary Adroaldo da Cunha. Currently, INSS experts work with a daily target of 12 expertise. With the approval of the MP, they will be able to receive for extra skills they do. The measure also encourages experts to accept missions in cities where there is no expertise, far from large urban centers. “Today, we manage to take experts to these places, but we cannot pay for this service”, says Cunha. “By paying, the federal government believes it will mobilize, in the next six months, around a thousand experts.” The report contacted the National Association of Medical Experts (ANMP), but had no response by the time of publication.
