Tenders for civil servants: government announces 3,026 vacancies – 07/18/2023 – Market

The federal government announced this Tuesday (18) the opening of new public tenders for federal bodies and the provision of vacancies with tests already completed. According to the Minister of Management and Innovation in Public Services, Esther Dweck, there will be 3,026 vacancies in 20 bodies at a cost of R$ 1.15 billion.

Of this total, 2,480 vacancies will come from new competitions and 546 will be appointments from competitions that have already taken place. Entry salaries for new positions may reach R$ 21,000.

In all, 20 bodies will be able to hold new tenders. Among them are the regulatory agencies, the National Treasury, the CVM (Securities and Exchange Commission), the Central Bank and the Ministry of Justice. Vacancies will also be opened in two transversal careers.

This is the second round of contest announcements made by Dweck. In June, it had already disclosed the authorization for 4,400 new vacancies in 20 bodies. With the numbers revealed today, President Lula’s government (PT) has already authorized 9,900 vacancies since the beginning of the year.

Filling vacancies in the public service is a promise of the president, defender of the measure to replace positions and fill gaps resulting from the lack of hiring in recent years. In April, the petista said that it is necessary “to have people behind the counter”.

At the press conference to publicize the new contests in June, Dweck was interrupted by a call from Lula which, according to her, was “a basic ear tug” due to the lack of openings in two areas: social policies and the environment.

The areas were more contemplated in this new round. Ibama (Brazilian Institute for the Environment and Renewable Natural Resources) and ICMBio (Chico Mendes Institute for Biodiversity Conservation), for example, were authorized to nominate people classified in the last contest.

The resumption of appointments reverses the shrinking trend in the contingent of active servants observed in recent years, in the face of a policy of cost containment. The measure, defended by the Jair Bolsonaro (PL) government, was criticized by a number of experts and society who saw the precariousness of service provision.

“The previous government was proud of the drop in servers and in our view it was beyond reasonable. It is much lower than necessary to provide services to the population”, evaluated Dweck.

The minister also announced the transformation of 13,400 high school vacancies into 8,900 positions with higher education requirements and positions for public servants in commissioned positions. In this case, there is no budgetary impact as they will not be provided immediately.

Commissioned vacancies will be created in the Ministries of Finance and Health. The transformation of vacancies in secondary education into higher education will include bodies such as Ibama and Funai (National Foundation of Indigenous Peoples).

The measure is necessary, explained Dweck, because many agencies no longer have space in their vacancies for positions that require higher education.

The transformation will be done by MP (Provisional Measure). It will still contemplate the 9% increase for the security forces of the Federal District and the text should be published later this Tuesday (18).

The project will also bring a program to face the social security queue, a quota for indigenous people from 10% to 30% for Funai contests and an extension of the term of temporary contracts of the indigenist policy.

For next year, Management intends to authorize a new batch of tenders, but the number has not yet been finalized. According to her, the demand from the agencies totals 80,000 new vacancies, but the effective number should be much smaller.

The Executive’s assessment is that this could improve candidates’ access, increase competition, provide legal certainty and allow the government to select its employees more effectively.

The intention is to support the discussion of a bill that has already been approved by the Chamber of Deputies and is awaiting consideration by the Federal Senate. The topic has been dealt with in internal meetings at the Ministry of Management and Innovation in Public Services and is part of a list of actions that the portfolio intends to implement in the coming months, which includes a new law on quotas in public tenders.
