Conexis, an entity that represents companies such as Claro, Oi, Tim and Vivo, took the sector’s proposal to the Ministry of Communications for the creation of a socio-digital inclusion program for the low-income population. The demand was already being discussed by the sector during the Bolsonaro administration, according to Marcos Ferrari, chief executive of Conexis.
The initiative is inspired by the American Lifeline program, which offers discounts on telephone services to low-income consumers in the country, says Ferrari. For this, according to him, the Brazilian government could use resources from Fust (Fund for Universalization of Telecommunications Services).
“It is the money that all of us, consumers, pay that goes into this fund. But it is not used to make public policy. It has always been used to make a primary surplus”, he says.
The expansion of internet services in Brazil for low-income people was the agenda of the Lula government’s transition team, which mentions the creation of an ‘internet exchange’ and investments in infrastructure as solutions to the problem.
