The Secretary of Tax Reform at the Ministry of Finance, Bernard Appy, stated this Monday (27) that the country is still in the first five, ten kilometers of a marathon to implement a new consumption taxation system. A marathon consists of a 42 kilometer run.

According to Appy, the expectation is that the first stage will be completed by the end of this year, with the approval of changes to the Constitution. A second legislative stage will be the vote on complementary laws that will regulate the reform.

There will be a law for the two new taxes on goods and services, the federal CBS and the IBS for states and municipalities. Another to deal with the Selective Tax on items harmful to health and the environment.

For him, the priority for approval should be the complementary law that will regulate the IBS Management Committee. This way, this collegiate could participate in discussions on other legislation.

The proposal being analyzed in the National Congress stipulates a deadline of 180 days for sending these bills, but the federal government wants to send them sooner, after joint debate between the Union, states and municipalities, according to Appy.

“Tax Reform is a marathon. We are now in the five, ten kilometers of the marathon. There is still a long, long way to go before the change in our tax system is complete. We are finishing the first part of the legislative challenge, which is the Amendment Constitutional”, stated the secretary.

Appy participated in the opening of the 16th Enat (Meeting of Tax Administrators), which will be held until next Wednesday (29).

He stated that, after the legislative stage, there is the operational challenge, which will be the responsibility of the tax authorities to develop a new collection system, in which every taxpayer will have to issue an electronic tax document.

A work center has already been created to take care of the operational part, which will have to start operating from 2026.

At the opening of the event, the Federal Revenue Secretary, Robinson Barreirinhas, stated that Brazil is moving towards digitalizing all ancillary obligations for tax collection.

“Tax Reform is also an opportunity for us to advance in digitalization, in the use of technologies. We can already see a horizon without additional obligations, with total digitalization, total electronic recording of operations”, stated the secretary.
