Armando Monteiro, an emeritus member of the CNI (National Confederation of Industry), predicts that the tax reform has a chance of moving forward this time because the country has met conditions it has never had before.

In the former senator’s opinion, the conflict between the different sectors in the tax reform must be overcome as the clarification of the proposals advances and the adoption of differentiated rates to neutralize the impact on the most sensitive segments.
Regarding the assessment of the service sector that it may end up being harmed, Monteiro says that the economy is a system of communicating vessels.
“The industry is very demanding of services. There is no idea that a sector wins in isolation. When industry grows, services grow. Industry supports agriculture. There are many situations in the tertiary sector in which there is no loss”, he says. .
Monteiro points out that the service areas most affected are those provided to the final consumer.
“The project provides, in PEC 110, to treat some more sensitive sectors differently, which means the possibility of having lower rates for services such as education, health, public transport. and which are essential, the proposal itself already foresees the possibility of defining a differentiated favored treatment for these sectors”, he says.
