The governor of São Paulo, Tarcísio de Freitas, is preparing a renegotiation program for taxpayers enrolled in the Active Debt.
The idea is that São Paulo debtors have the chance to renegotiate their debts with discounts of up to 70%. Tarcísio wants to allocate the money obtained in this operation for investments in an effort to boost his management, aiming at a possible candidacy in the 2026 presidential race.
The plan is to follow the parameters of the Attorney General’s Office of the National Treasury (PGFN), which has reinforced over the last two years, the ability to recover Union Active Debt credits previously considered lost by granting generous discounts as a way of attracting debtors to trading table.
In total, the governor of São Paulo wants to recover as much of the registered debt of R$ 380 billion as possible. The order is to start by the end of July, before Luiz Inácio Lula da Silva announces the start of Desenrola —a national debt renegotiation program to remove Brazilians from default.
According to people who participated in the preparation of the program, the proposal is one of Tarcísio’s priorities and remains in line with the perspective of modernizing the tax administration.
