The measure was published on Tuesday in the Official Gazette of the Union.
The Ministry of Health created the National Tobacco Control Program (PNCT) in the Unified Health System (SUS), which now offers treatment for smoking and nicotine addiction. The measure was published this Tuesday (13) in the Official Gazette and aims to reduce the prevalence of users in the country.
The National Health Survey (PNS) points out that Brazil, in 2019, still had 12.8% of the population using tobacco derivatives, in addition to 9.2% of passive smokers. According to the World Health Organization (WHO), every day in the country, 443 people die because of smoking.
According to the publication, the new PNCT has the mission of “articulating the smoking treatment network in the SUS, the Saber Saúde Program, campaigns and other educational actions and the promotion of environments free of tobacco smoke”. It will be up to the State and Municipal Health Secretariats to implement the program in their areas of activity and the national coordination will be the National Cancer Institute (Inca).
In addition to management, the new PNCT should act in three other axes: comprehensive care, which includes prevention and health promotion; education; and surveillance. Treatment, prevention of smoking initiation and protection from exposure to smoke, to avoid passive consumption, are actions linked to comprehensive care.
In terms of education, the new program provides for the qualification of health professionals, PNCT managers, health surveillance professionals, in addition to promoting educational actions aimed at the population. The health surveillance axis is focused on actions to monitor the consumption of tobacco and its derivatives, as well as other smoking products, whether or not derived from tobacco, and even illegal products.
