The Minister of Planning, Simone Tebet, said this Wednesday (12) that the service sector has become “a boulder” in the path of Tax Reform in the Senate.

The statement was given upon arrival at the ceremony at the Palácio do Planalto for the delivery of the National Order of Scientific Merit and the resumption of the CCT (National Council of Science and Technology).

The PEC (proposed amendment to the Constitution) of the Tax Reform was approved in the Chamber of Deputies last week, after more than 30 years of discussion in the National Congress.

The basic text of the proposal was approved in the first round, on Thursday night (6), by 382 deputies – more than the 308 votes needed to approve a constitutional amendment. There were 118 votes against and 3 abstentions.

The initiative will still be discussed with the other senators, but it is conceived as an attempt to reduce one of the main uncertainties that surround the text approved by the Chamber: what will be the final rate on each activity.

The minister also classified this Wednesday that it is important for senators to change and improve the text. “The system is bicameral, [o Senado é] the house of reflection, of experience, always contributes”.

In an interview with Sheet, the rapporteur for the reform in the Senate, Eduardo Braga (MDB-AM), considers defining a restriction on the rate of new taxes created by the PEC (proposed amendment to the Constitution). Thus, the charge on the consumption of goods and services would need to respect the minimum and maximum limits established in the text.

“I think maybe it’s prudent to have a constitutional command of minimums and maximums in the IBS [Imposto sobre Bens e Serviços] and for CBS [Contribuição sobre Bens e Serviços]. If not, it will leave it to a complementary law, which is an infraconstitutional matter, with a lower quorum,” he told Sheetemphasizing that it is still an idea and intends to hear parliamentarians on the subject.
