Servants ask the government for a higher readjustment for civil servants, of 13.5% – 02/24/2023 – Market

After offering a readjustment of 7.8% in the salaries of federal servants this year, the government received a counter-proposal from civil servant representatives. They demand the application of a linear percentage of 13.5% from March onwards.

The request was sent to the Ministry of Management and Innovation in Public Services this Friday (24) by Fonacate, a forum that brings together 23 entities representing different careers of the elite of the federal civil service (such as auditors of the Federal Revenue Service, employees of the National Treasury and diplomats).

According to Fonacate, the government’s proposal is far below the losses of recent years. After a no-adjustment policy during the Bolsonaro administration, the accumulated lag reaches 35% in some cases.

Fonacate says it recognizes the government’s effort to improve food allowance for servers in the offer made last week, but proposes that the government formally include in the agreement the commitment to match this and all other benefits with the amount received by the other Powers until 2026 (end of Lula’s mandate).

Food allowance has been frozen since 2016 and is BRL 458 per month in the Executive. With the increase of R$ 200 proposed by the government, it would increase to R$ 658 – while that of the Judiciary, for example, was readjusted this year to R$ 1,182.74

Rudinei Marques, president of Fonacate, says that the proposal should demand around R$ 1 billion more than expected for readjustments in the federal Budget (R$ 11.2 billion in 2023).

According to him, it is possible to use Budget headings linked to the remuneration of civil servants that are generally not used and, at the same time, respect the fiscal reality of the country. “We are not venturing beyond budget availability. You can go a little further depending on the calculation”, he said.

According to Marques, the proposal can still be negotiated in order to reach a middle ground between the government’s offer and the civil servants’ demands. He has the expectation that the conversations won’t last much longer than that.

The proposal offered by the government last week for a linear readjustment of 7.8% accompanied by an increase of BRL 200 in food allowance was calibrated in order to fit within the budget of BRL 11.2 billion already set aside this year for adjust employee pay.

The readjustment would reach only civil servants of the Executive, without contemplating the military. If the categories accepted these terms, the measures would be valid from March 1st.

The proposal had been presented at a meeting of the permanent negotiating table, conducted by the Ministry of Management and Innovation in Public Services, with the participation of unions.

In an interview with Sheetthe Minister of Management, Esther Dweck, stated that the government is considering editing an MP (provisional measure), effective immediately, to speed up the implementation of the readjustment.

Some categories have their compensation frozen since January 1, 2017, when they had the last increase. State careers, such as police officers and diplomats, had the last readjustment on January 1, 2019.

In the interview, the minister said that it would be difficult for the government to fully replace the accumulated loss of more than 30%. “The servers deserve some adjustment, but it will hardly be to compensate for all this loss,” she said.
