However, the leadership of the government in the Senate has already signaled that it should present an appeal so that the text can also be analyzed by the main plenary of the House, before being forwarded to the deputies. The appeal must be signed by at least nine senators within five working days. In general terms, the project allows companies from 17 sectors to replace the social security contribution, of 20% on employee salaries, with a rate on gross revenue, which varies from 1% to 4.5%, according to the service provided. This possibility, according to the proposal, will be valid until December 31, 2027. In practice, companies pay a lower amount of tax and, based on the relief in their accounts, are able to hire more employees. The matter also reduces from 20% to 8% the social security contribution rate, paid by small municipalities. The rule will apply to cities with less than 142,633 inhabitants, which do not receive the reserve quota of the Municipalities Participation Fund (FPM). The measure should reach more than 3,000 municipalities. As a result, the federal government will no longer collect R$ 9 billion annually.
