Senate approves MP that recreates Minha Casa, Minha Vida – 06/13/2023 – Market

The Senate approved this Tuesday (13) the MP (provisional measure) that recreates the Minha Casa, Minha Vida program. As the MP would lose its validity this Wednesday (14) if it was not approved, the senators maintained the text that came out of the Chamber of Deputies.

The Lula government (PT) undertook to veto the device that required the contracting of housing insurance. The senators’ assessment was that the insurance makes the property more expensive and can be waived because there is already a guarantee from the builders for a period of five years.

The provisional measure was unanimously approved by the mixed commission (made up of deputies and senators) that analyzed the issue in the National Congress on the 1st. The vote on the Senate floor this Tuesday was symbolic (without counting the votes).

The contracting of insurance policies for “risks inherent to housing developments” was included in the original text of the MP, but was waived by the mixed commission. Upon passing through the House, however, insurance —which will be vetoed by the federal government— became mandatory again.

The report by federal deputy Fernando Marangoni (União-SP) in the joint commission changed many points of the original proposal and included a series of novelties. While the text sent by the government had 16 pages, the replacement was approved with 49.

Among the novelties approved by Congress are the readjustment in the value of works after they start, following inflation. Before, the amount was not corrected, which in the view of parliamentarians led builders to abandon undertakings.

Another innovation is encouraging the production of units closer to urban centers with urban infrastructure in the surroundings.

In addition, projects will need to have measures that increase environmental sustainability. The objective in this case is both an ecological and financial benefit for the owner, who can pay less on the water or electricity bill.

The approved text also included the need for 5% of Minha Casa Minha Vida resources to be allocated to idle works, retrofits and developments in cities with less than 50,000 inhabitants to states and municipalities.

Another change is permission for financial institutions other than Caixa to participate in works for families classified in Tier 1 who live in cities with up to 80,000 inhabitants.

This Tuesday, President Luiz Inacio Lula da Silva (PT) said that in early July he will launch a large program of infrastructure works in several areas and a Minha Casa, Minha Vida program for the middle class.

“The guy who earns R$10,000, R$12,000, R$8,000, that guy also wants to have a house and that guy wants to have a better house,” said the president in his first live broadcast on social media.

“So we’re going to have to be able to build a huge number of houses for these people. We’re going to have to think about all segments of society so that we can make people feel contemplated by the government”, he added.
