For Pessôa, as he wrote in a recent column, the Lula government started off on the wrong foot, prioritizing increased spending. However, the Minister of Finance, Fernando Haddad, still has the chance to opt for a path that, according to the economist, will result in a positive scenario.
For this, Haddad must execute less than the space given by the Transition PEC, establish a fiscal rule that signals a fall in public debt and approve some increase in the tax burden.
All of this will depend on President Lula’s leadership capacity in negotiating measures that raise taxes and reduce spending and subsidies, “in a way that signals the solvency of the National Treasury”, he writes.
