RSC-287 duplication works start this semester

With the prospect of investing R$ 180 million this year in the operations of the Rota de Santa Maria concessionaire, which manages the RSC-287, between Tabaí and Santa Maria, the Sacyr Group announces that until July the start of the most awaited work for this stretch granted of state highways: the duplication of the road. According to the general director of the concessionaire, Renato Bortoletti, the duplication will begin, in this first stage, on two fronts, in the urban sections of Tabaí and Santa Cruz do Sul. As of September, the duplication of one of the rural stretches of the highway, between Venâncio Aires and Santa Cruz do Sul, will begin. The information is contained in the 2023 Yearbook of Investments of Jornal do Comércio.
“In this first duplication cycle, we will have, by August 2024, 34 kilometers duplicated. It will be an anticipation of the work foreseen in the concession”, explains Bortoletti.
The complete project for the first phase of duplication, which will reach 130 kilometers of the highway, has a deadline to be completed by 2026, with a forecast of R$ 1.5 billion in investments. In all, the stretch granted reaches 204.51 kilometers. The duplication start will take place between kilometers 28 and 30, in Tabaí, and between kilometers 102 and 105, in Santa Cruz do Sul, both in urban stretches. The largest portion of this first stage of the works will be in the rural area, with 30 kilometers.
This will be the first significant structural work as of this second year of the highway’s concession. In the first year of operation on the RSC-287, including the last three months of 2021, Grupo Sacyr made R$265 million in investments. The contract provides for at least R$ 599.1 million in the first five years of the concession.
But the works in 2023 will not be limited to duplication. In the first half of the year, the concessionaire will also begin the process of regularizing and improving access to the highway, especially in the Santa Maria region, where the construction of stretches with a third lane will begin. In all, this semester, there will be improvements in 11 accesses in this region.
Up to R$ 30 million of investments planned for this year will be allocated to technological improvements on the highway, especially for the implementation of a monitoring system with 260 cameras along the RSC-287.
“It will be possible to identify vehicles stopped on the highway, help with speed control, perform night viewing and monitor traffic behavior”, says the general director of the concessionaire, Renato Bortoletti.
The cameras form a set of innovations that includes 14 radars, 18 monitored lanes, four speed cameras and new fixed message boards for drivers on the road, in Tabaí, Venâncio Aires, Santa Cruz do Sul, Candelária and Santa Maria.
Rota de Santa Maria recorded, in 2022, growth in traffic between the five toll plazas. The greatest flow takes place in Venâncio Aires, with an average of 12 thousand vehicles per day – before the concession, this volume was just over 10 thousand vehicles. In Taquari, it has the lowest average, with 7,100 vehicles per day, on average.
And to ensure more precision in the highway’s capacity and flow, the concessionaire will install 21 points of the traffic analyzer system. “All of this will be possible with a large investment in fiber optics along the highway”, highlights Bortoletti.
According to the executive, before starting these works in 2023, the first year of the concession involved investments in the initial work on the highway (paving, signaling, works of art and drainage), construction of support bases for users, environmental studies, equipment for the operation, expropriations and construction and renovation works of toll plazas. The works in Candelária and Venâncio Aires squares, which had started in 2022, were recently completed.
