Revenue Bonus: government should issue decree soon – 06/01/2023 – Market

The government of President Luiz Inacio Lula da Silva (PT) should issue in the next few days the decree that paves the way for regulating the Federal Revenue’s efficiency bonus. The measure may increase the remuneration of the category, which is already one of the best paid on the Esplanada dos Ministérios.

The decree creates a working group that will be responsible for drawing up the criteria for paying the bonus, formed by the ministries of Finance, Planning, Management and the Civil House.

The act will not yet detail the criteria for the payment of the bonus, nor its value, but will only create the group.

The expectation, however, is that discussions will advance throughout the second half of the year so that the amounts needed to fund the payments are already included in the 2024 budget proposal.

The final preparations for the decree take place amid the mobilization of the category. So far, for example, the collection data for the month of April has not been released – in a normal situation, the announcement would have taken place at the end of May.

Revenue officials approved the resumption of mobilizations on May 12.

Bonus regulation is an old claim of the category. The extra benefit was approved in 2017, with the forecast of fixed transfers until the elaboration of criteria for calculating the amounts.

The bonus is R$3,000 per month for auditors and R$1,800 per month for tax analysts. As there was no regulation, the values ​​remain the same until today. Retired servers also receive transfers.

The values ​​are added to the salaries of the category. A tax auditor has an initial remuneration of R$ 21,029.09, and a final remuneration of R$ 27,303.62. For analysts, salaries range from R$ 11,684.39 to R$ 16,276.05. The values ​​are prior to the linear readjustment of 9%, which came into effect on May 1st.

The payment of a bonus is not exclusive to the Federal Revenue Service. Union lawyers, for example, receive the so-called loss of suit fee, which is calculated according to the success rate in cases involving the Union. The average value of these fees reached BRL 18,530 per person in October 2022 and BRL 9,932 in December of last year.

Variable pay for legal careers is even one of the arguments used by auditors in defense of regulating Revenue bonuses.

In March, the Sheet revealed that the secretary of the Federal Revenue, Robinson Barreirinhas, sent an audio to entities that represent the category promising the edition of the decree for the following days.

“The bonus decree is ready for the president’s signature”, said Barreirinhas in the audio obtained at the time.

“It passed through all sectors of the Civil House and, because of that, I called the two unions to share this news. It can be signed at any time, I have no governance over it. In fact, it is completely ready. If it was not signed today, must be signed tomorrow,” he said at the time.

However, the release of the audio in the midst of government discussions for the adoption of fiscal adjustment measures had a bad impact and ended up postponing the publication of the decree.

According to interlocutors, the government was waiting for a more favorable window for the edition of the act, which was obtained from the approval of the MP (provisional measure) that deals with the administrative structure of the government.
