PT deputy questions TCE on Sabesp privatization – 04/10/2023 – Panel SA

After getting the TCE-SP (São Paulo State Court of Auditors) to suspend the start of the privatization process at Emae (Metropolitan Water and Energy Company), state deputy Emídio de Souza (PT-SP) sent a new letter to the agency this Monday (10). Now he questions Sabesp’s privatization process.
Taking stock of his 100 days in office, this Monday (10th), Governor Tarcísio de Freitas authorized the contracting of the IFC (International Finance Corporation), a body linked to the World Bank, to initiate studies for the privatization of Sabesp. The process will be carried out without bidding, following an order signed on Friday (7) by the Secretary of Investment Partnerships, Rafael Benini.
In the letter to the TCE-SP, Emídio contests Tarcísio’s measure and claims that legislative authorization would also be necessary for the sale of a state asset. He says that, in the injunction that suspended the contracting of studies for the privatization of Emae, counselor Renato Martins Costa wrote about “respect for the principle of legality” as a primordial act in public administration.
“The choice of IFC as responsible for structuring the privatization of Sabesp should also be evaluated with caution, as the institution is known for defending neoliberal policies and privatization around the world, which may indicate a conflict of interests in conducting this process”, says the deputy.
The IFC has already provided advice to the current government in the concession process for the Rodoanel Norte, signed last month.
