Representatives of private universities criticized the conduct of professional councils accused of limiting the registration of higher education students in the EAD (distance learning) modality.
The practice is investigated by Cade (Administrative Council for Economic Defense), which, last month, filed three administrative proceedings against the CFF (Federal Council of Pharmacy), the CFO (Federal Council of Dentistry) and the CAU-BR (Conselho dos Architects and Urban Planners of Brazil).
In the assessment of Elizabeth Guedes, president of Anup (an association that brings together names like Anhanguera, Estácio and Unip), professional councils “confuse their function of regulating the profession with that of regulating professional training processes”.
“The lack of willingness that MEC has shown to understand the digital teaching process, creating the right incentives to promote academic quality in this form of teaching [EAD]leaves this gap that allows the offer to take place in any way and at the whim of the market and that the councils dare to play the role that is the prerogative of the MEC”, says Guedes.
Abmes (Brazilian Association of Higher Education Supporters) is also critical. According to Celso Niskier, president of the entity, the role of evaluating and supervising higher education falls to the Ministry of Education.
“Boards cannot extrapolate their functions. Action [do Cade] is opportune, to curb these excesses, which harm thousands of young people who have invested in their future and dream of a place in the job market”, he says.
