Primary Health Care Coverage in Manaus reaches 80%, above the national average

Among the capital’s district health areas, the East zone had the biggest advance in primary care coverage in 2023

Manaus (AM) – Primary Health Care (PHC) coverage in the capital of Amazonas reached 80.1% last August, marking a growth of almost 70% in just under three years of the current municipal administration, and exceeding the average national indicator, which is 78.22%. The City of Manaus attributes the progress to the strategies developed through the Municipal Health Department (Semsa), such as the reinforcement of the department’s staff, the reorganization of strategies and work flows and the renovation and construction of basic units.

The PHC coverage index corresponds to the percentage of the population covered by Family Health (eSF) and traditional primary care (eAP) teams. According to data from e-Gestor Atenção Básica (AB), a platform that brings together information systems from the Ministry of Health, the indicator in Manaus reached 80.16% last August, a percentage 69.68% higher than that recorded in January 2021 , 47.24%.

The municipal secretary of Health, Shádia Fraxe, highlighted that the index exceeded the target set by the department for all four years of the current administration.

“Our forecast was to reach 75% coverage by the end of 2024 and, thanks to Mayor David Almeida’s commitment to strengthening basic healthcare, we exceeded this forecast last May, in less than two and a half years of work” ,

he stated.

Shádia credited the continued growth in the primary care indicator in Manaus to the actions and strategies developed by the City Hall in the health area, including the construction and renovation of health units, the entry of health professionals approved in a public competition, the reorganization of the process work, recomposition and creation of new health teams, to name a few.

“These actions have provided greater resolution of primary care in response to the health needs of the population, and have also brought other positive results in the capital, such as Previne Brasil, in which Manaus ranks first among the capitals for six four months. consecutively”,

says the manager.

Expansion and access

Among the district health areas of the capital, the East zone had the biggest increase in basic care coverage in 2023, going from 81.92%, last January, to 90.88%, in August, an increase of 8.96 %. In the West zone, the percentage for the month of August is 75.33%; in the North, 76.84%; in the South, 78.66%, and in Rural, 75.27%. The percentages were calculated by the Semsa Manaus Data Intelligence Department, based on data from e-Gestor AB.

The head of the Data Intelligence Directorate, Sanay Pedrosa, explains that the calculation of PHC coverage in a municipality or region takes into account the number of Family Health (eSF) and Primary Care (eAP) teams, and the users linked to these teams based on care in basic health units.

“It is a simpler methodology than it was in the past, and it indicates real coverage, as it takes into account the people who are being assisted and having access to health services”,

says the director, highlighting that the indicator is important for the efficient management of primary care services.

Sanay also points out that, to calculate the indicator, the Ministry of Health also takes into account demographic data from the 2010 Census, which means that Manaus has a total population of 2,255,903. If the most recent count made by the Brazilian Institute of Geography and Statistics (IBGE) is considered, in 2022, PHC coverage in the municipality would be 90.88%, based on an estimated total of 2,063,547 inhabitants.

“Primary care coverage in Manaus is one of the largest in the country, taking into account capitals the size of ours. In addition to the quality of the services offered, we have a rate of more than 80%, which is above the parameters for excellent coverage”,
