The federal government is preparing a provisional measure to end the exemption for importing orders of up to US$ 50 from individuals to individuals — a decision that, in practice, impacts online shopping sites that use this strategy.
Platforms like Shein, Shopee and AliExpress have seen their popularity skyrocket in Brazil. In 2021, their revenue grew 60% and reached BRL 36 billion, or 17% of online commerce in the country.
The government argues that the measure seeks to prevent fraud in the import process by foreign sites, which leads to unfair competition with Brazilian retailers. The Ministry of Finance says that the change would only reinforce the inspection of an already foreseen taxation and that the burden would fall on companies, not on consumers.
The portfolio estimates that it will raise up to R$ 8 billion with the end of the exemption, as part of a package to meet the goals of the new fiscal framework and adjust public accounts. There is still no date for the change to take effect, nor are details of how the charge will be made.
