Part of the ministries completes a month of government without a 2nd echelon team appointed

Mines and Energy, Transport and Labor, for example, have vacant positions. The situation extends to some municipalities and state governments. After a month of government by Luiz Inácio Lula da Silva (PT), part of the ministries still has vacant positions for the second echelon of portfolios. These are positions that report directly to the minister and help him to conduct public policies. The situation also extends to some state-owned companies and municipalities, which continue with interim leaders until the new government defines who the new holders will be (see below). ▶️ Ministry of Mines and Energy Minister Alexandre Silveira still has no appointed secretary, not even the executive secretary. He is number “2” in the hierarchy and takes charge of the folder when the minister travels abroad, for example. Also unnamed are the positions for secretary of: Electric Energy; Oil, Natural Gas and Biofuels; Energy Planning and Transition; and Geology, Mining and Mineral Transformation. ▶️ Ministry of Transport The same situation happens in the Ministry of Transport, which has not yet named who will be the executive secretary of Minister Renan Filho. The names for the secretariats of: Road Transport; Railway Transport; and to the National Traffic Secretariat. Part of the names for these positions is already circulating behind the scenes, but, officially, the nominations have not yet been published in the “Official Gazette (DOU)”. ▶️ Ports and Airports Minister Márcio França, of Ports and Airports, has already chosen the team of secretaries, but officialization has not been published either. ▶️ Ministry of work Minister Luiz Marinho already has an executive secretary and a worker protection secretary appointed. However, the positions for the secretariats of: Labor Relations; of Labor Inspection; of Qualification and Fostering Employment and Income Generation; and Popular Solidarity Economy. State and autarchy The situation of “blackout” in the appointments of ministries extends to some state and autarchy, which continue with interim leaders. This is the case of the National Department of Transport Infrastructure (Dnit), the Energy Research Company (EPE), the PPSA (state pre-salt), the INSS, the Post Office, the IBGE, Codevasf, among others. Reasons Part of the bottleneck, according to people linked to the ministries, is in the Civil House, which has to approve the nominations made by the ministers. The processes would be taking weeks or part of the names being disapproved. Silveira, for example, nominated Bruno Eustáquio for the executive secretary of the Ministry of Mines and Energy, but Eustáquio was rejected for having been part of the ministries of Mines and Energy and Infrastructure in the government of former President Jair Bolsonaro (PL). Another factor that delayed the nominations was the election for the presidency of the Senate. Analyzes were paralyzed at the request of Planalto to accommodate political nominations in exchange for votes for the candidate most aligned to the government, Senator Rodrigo Pacheco, who ended up being re-elected this Wednesday for a new term at the head of the Senate. In a note, the Civil House denied that it had suspended or paralyzed appointments to the second and third echelon of ministries. “The Civil House has the obligation to make a careful analysis of all the names. It is natural that, given the large number of appointments at the beginning of this government, there is some waiting.” On the other hand The Ministry of Mines and Energy (MME) informed that it is going through a process of restructuring and team formation. “Within this context, the MME continues to work to ensure the well-being of Brazilian men and women. Soon, nominations for leadership positions in the ministry should be published.” The Ministry of Transport, on the other hand, said that Minister Renan Filho has “searched and talked with qualified names to assume key positions in the portfolio, which will be announced as soon as they are approved by the Civil House of the Presidency of the Republic and published in the Official Gazette of the Union (DOU )”. “Comprised of a large technical body, the Ministry of Transport is in full swing, as evidenced by the launch of the 100-Day Plan of priority actions, the resumption of road maintenance contracts and the signing, by Minister Renan Filho, of the contract and service order for works on the BR-116/RS”, said the folder in a note. When contacted, the Ministry of Ports and Airports did not respond to g1’s request for explanations. The Ministry of Labor did not comment.
