Pacheco says framework changes weren’t a “surprise”

The president of the Senate, Rodrigo Pacheco (PSD-MG), said this Monday (26) that the changes made by senators in the fiscal framework should not generate “surprises”. The senator said that the “simple changes in the text” did not cause the project to lose its “essence”. Last week, the text was approved with amendments by senators. With that, it should return to the Chamber for a new analysis.
“In preparing its opinion, the [relator] Senator Omar Aziz sought dialogue with the Chamber, with President Arthur Lira himself. There is no change in the Senate that could generate any kind of surprise or anything that is unusual. It was not about denaturing the project or losing the essence of the project. These are Senate positions on specific issues. And, of course, this is typical of the bicameral system. The Chamber has an option. The Senate seeks to make its contribution as well and then returns to the House as the initiating House. It’s a normal deal,” said Pacheco.
Aziz withdrew from the spending limit of the new rule the Constitutional Fund of the Federal District (DF) and the Union’s supplement to the Basic Education Maintenance and Development Fund (Fundeb), in addition to expenses with science, technology and innovation.
The rapporteur for the new tax rule in the Chamber, deputy Cláudio Cajado (PP-BA), criticized the changes approved by the Senate, reported Folha de S. Paulo. “I will only deal with the matter next week. Until then, nothing will happen. But if it’s up to me, I’ll go back to the content of my report, which was done, for each point changed, with technical justifications”, said Cajado.
