Loss of inspectors The increase registered by the portfolio in domestic services contrasts with that verified in the total of labor infractions, which encompasses all economic activities, in that period. In 2018, there were 272,114 records, compared to 206,856 in 2022 — a reduction of 24%. In some sectors, the reduction was even more pronounced. A 56.5% drop in infractions reported in the area of ​​financial activities, insurance and related services and a 44.8% reduction in the sector of trade and repair of vehicles and motorcycles. According to Mandagará, the drop is directly related to the reduction in the number of inspectors available to the agency. “The main factor is the reduction in the number of active auditors”, he says. “In 2016 there were 2,497 active auditors. In 2018 it dropped to 2,262. Today there are 1,940. So we are having a progressive reduction in the workforce and this impacts on infractions”, says the director. Henrique Mandagará pointed out that the ministry has been trying to hold competitions to recompose the staff. To meet the demand, measures were also adopted to expand automation and the use of technologies. One of the examples of this new work front for the portfolio is FGTS inspections. The ministry created a group to try to avoid prescriptions of large debts, and technological measures have allowed to expand the results. Last year, there were 78,085 notices of infractions related to FGTS and Social Contribution payments — that’s almost 9 per hour. The number means an increase of 33.3% compared to 2018, one of the few types of infractions that registered an increase in the period. There were 53,481 in 2022, against 89,509 in 2018. But the data does not refer to a generalized improvement in the safety conditions of workers in the country. The director of the Ministry of Labor explains that there have been changes in inspection rules over the last few years that concentrated several infractions in a single report — what he called “aggregation of menus”. In practice, with the changes, problems that could previously generate several different records end up becoming a single infraction. “We are working to reverse [as mudanças]. Some aggregations were exaggerated and cannot remain in this form because relevant infractions do not appear because they are under an umbrella that does not reflect the situation found there”, explains Mandagará.
