National Electric Energy Agency approves energy tariff for the Itaipu plant for 2023

Distributors in the South, Southeast and Midwest that buy energy from the hydroelectric plant will pay US$ 20.23 kW/month. The National Electric Energy Agency (Aneel) approved this Tuesday (25) the definitive value of the tariff for the transfer of energy produced by the Itaipu hydroelectric plant in 2023. The figure will be US$ 20.23 kW/month (kilowatt- month). In December, the agency provisionally set Itaipu’s pass-through tariff at US$ 16.19 kW/month (see below). Itaipu’s pass-through tariff is the amount paid by distributors in the South, Southeast and Midwest that buy energy from the plant through the Brazilian Company of Participations in Nuclear and Binational Energy (ENBPar), which took over the operation with the privatization of Eletrobras. The value also has an impact on the electricity bill, as this tariff is passed on to the final consumer. The effect on bills, however, also depends on the dollar variation and the amount of energy that the distributor buys from the hydroelectric plant. The Itaipu plant was built by Brazil and Paraguay. According to Aneel, the hydroelectric plant currently serves 11.3% of the demand in the Brazilian market and 88.1% of the Paraguayan market. How the value is defined The main component of Itaipu’s tariff is the Unitary Cost of Electricity Services (CUSE), which considers, for example, exploration expenses (operation, maintenance and management of the company and socio-environmental projects). This cost is defined by the Board of Directors of Itaipu. That is, the council calculates the service tariff (Cuse) and Aneel approves the final value of the tariff taking into account this and other components, such as the balance of Itaipu’s Electricity Commercialization Account and the cost of energy produced by the plant and transferred to Brazil. At the end of the Bolsonaro government, the Brazilian side unilaterally fixed the value of the service tariff (CUSE) at US$ 12.67 kW/month. Without a definition by Itaipu’s Board of Directors, Aneel provisionally stipulated Itaipu’s tariff at US$ 16.19 kW/month. The tariff approved today by the agency – of US$ 20.23 kW/month – will go into effect retroactively until January 1, 2023. According to Aneel, to compensate the difference in value between the provisional and final tariffs, Itaipu informed that will transfer approximately US$ 157.3 million to the Itaipu Electricity Trading Account “in order to offset the difference in billing [das distribuidoras] in the months of January to April”.
