The mixed commission of the Bolsa Família provisional measure (MP 1164/23) approved this Wednesday (10) the report by Deputy Dr. Francis (PT-PI). The text will still be voted by the plenary sessions of the Chamber and the Senate. The approved opinion maintains the reactivation of the program as proposed by the government.

However, the rapporteur chose to accept 43 of the 247 amendments made to the text, informed Agência Câmara. The main suggestions adopted deal with the inclusion of women who are breastfeeding among the beneficiaries of the BRL 50 bonus and the allowance for a payroll loan with resources from the Continuous Provision Benefit (BPC), paid to elderly and disabled people.

With this, the text allows the BPC to be used in the payroll loan at a margin of 35%, with 30% intended exclusively for loans and financing, and 5% for the payment of credit card expenses. By means of an agreement, the rapporteur also inserted in the opinion the possibility of discounting percentages of the BPC from the calculation to receive the Bolsa Família (per capita income below R$ 218).

doctor Francisco noted that the initiative results in an addition of R$ 19 billion to the budget of R$ 175 billion allocated to the program. The parliamentarian believes that with the new wording the government can “gradually address the issue”. The approved text also provides that readjustments in the value of the program benefit will be carried out, at most, every two years.
