Minha Casa, Minha Vida: see income and how to participate – 02/15/2023 – Market

The new version of the Minha Casa, Minha Vida program, which was relaunched by President Luiz Inácio Lula da Silva this Tuesday (14), allows the purchase of second-hand properties using the FGTS (Employment Time Guarantee Fund), increases the earnings limit for low-income families who may have access to their own homes and includes homeless people among the possible beneficiaries.

The program is aimed at those who live in urban areas with a gross monthly family income between R$2,640 and R$8,000. For residents of rural areas, annual gross income is considered, from R$31,680 to R$96,000.

“This amount does not take into account temporary, assistance or social security benefits, such as sickness allowance, accident allowance, unemployment insurance, BPC (Continued Provision Benefit) and Bolsa Família”, says the government, in a note.

The new program may partially or fully subsidize new housing units in urban or rural areas, renovate properties, allow social leasing of properties in urban areas and the provision of urbanized lots.

The hiring rules will be released in the next 45 days, according to the Ministry of Citizenship.

  • Rural Range 1 – gross annual family income of up to BRL 31,680
  • Rural Range 2 – annual gross family income from BRL 31,680.01 to BRL 52,800
  • Rural Range 3 – annual gross family income from BRL 52,800.01 to BRL 96,000

How to enroll in the program

The family needs to meet some criteria in addition to income to be able to buy a property through the program.

For those who fall into the first bracket of Minha Casa, Minha Vida, registration must be made at the city hall and it is necessary to wait for the draw.

In the other brackets, the family responsible, preferably a woman, can contract financing directly with Caixa or with the construction company participating in the program.

FAMILIES WILL BE PRIORITY:

  • that have the woman as responsible for the family unit
  • with people with disabilities, according to Law No. 13,146, of July 6, 2015
  • with the elderly, according to Law No. 10,741, of October 1, 2003
  • with children or adolescents, according to Law No. 8069, of July 13, 1990
  • at risk and vulnerability
  • in an emergency or calamity situation
  • in involuntary displacement due to federal public works
  • in street situation

Attention! Unable to register the family:

  • who lost ownership of a residential property by court decision for at least five years
  • who disposed of their own property in favor of the co-purchaser for at least five years
  • with property or up to 40% of the property acquired by inheritance or donation
  • who owns real estate or owns 40% of a residential property
  • who had previously owned, in the name of the spouse or partner of the registration holder, a residential property which was disposed of before the couple’s union, by means of an instrument of alienation registered in a notary’s office
  • that has lifetime usufruct property and has renounced usufruct
  • who have lost their only property due to an emergency situation or calamity formally recognized by the competent bodies
  • that undergoes resettlement, relocation or replacement of housing, resulting from public works

Necessary documents

  • Personal: RG, CPF, proof of residence, income and marital status, income tax return (or exemption)
  • Of the property already built: purchase and sale contract, address certificate and updated property registration
  • Of the property on the plan: approved construction project, construction permit, registration of the work at the INSS, descriptive memorial of the construction, annotation of technical responsibility (ART), budget, sewage and electrical declaration and data of the technician responsible for the construction

Minha Casa, Minha Vida was created in Lula’s second term, in 2009, and replaced in 2020, in the government of Jair Bolsonaro (PL), by Casa Verde e Amarela, which did not take off. The program suffered significant budget reductions from year to year and removed its focus from track 1, aimed at the poorest families.

Track 1 of the program was aimed at families with a gross income of up to R$1,800 per month (value used in 2020). They had access to subsidy contracts of up to 90% of the value of the property, without interest. In the Bolsonaro government, this reference value increased to R$2,000 and then to R$2,400. Even so, deliveries were concentrated on financing, since Budget cuts limited the resumption of works or the contracting of new units.
