Novonor (formerly Odebrecht) may have a second chance with the PT government if the Ministry of Mines and Energy goes ahead with the mega auction to build transmission lines this year.
Behind the scenes, the contractor is appointed by the government as the only one with enough balance and experience to conduct the engineering work, which will consume private investments of around R$ 40 billion.
The possibility that the company may have access to BNDES financing is also being evaluated.
If that happens, it will be an injection of courage for the company, the main one involved in the corruption scheme in public contracts investigated by the Lava Jato operation.
The problem, according to ministerial advisers, is that few construction companies survived the operation. Small and medium-sized contractors are unable to make the work viable with insurance and financing because their revenue is not sufficient.
The first mega auction scheduled by Aneel (National Electric Energy Agency) is scheduled for June 30 at B3. It will comprise nine lots totaling just over 6,000 kilometers of new transmission lines.
The companies that win will have to pay for the investments. For this, it will be necessary to hire large contractors.
The government’s idea is to expand the flow of energy generated in the Northeast to the Southeast. The lots involve lines that pass through Bahia, Sergipe, Pernambuco, Espírito Santo, Minas Gerais, Rio de Janeiro and São Paulo.
The second auction is still under public consultation and is expected to take place in October. Investments amount to around R$ 20 billion for over 4,500 kilometers of lines in Goiás, Tocantins, Maranhão, São Paulo and Minas Gerais.
The third event, still under study, should require investments of R$ 15 billion.
