Marinho says he hopes that the Senate does not return MP that reburdens the productive sector

Minister Luiz Marinho, of Labor and Employment, stated this Tuesday (9) that he hopes that the president of the Senate, Rodrigo Pacheco (PSD-MG), does not return to the government the provisional measure that reinstates the payroll of sectors of the economy, proposed by Minister Fernando Haddad, of Finance, at the end of last year.

The statement was given shortly after a meeting he had with trade unions and with the Secretary of Economic Policy for Finance, Guilherme Mello, practically at the same time that Pacheco stated in the Senate that he would talk to Haddad before making any decision about the MP.

Marinho pointed out the possibility of adjustments to the MP that limits the compensation of tax credits and ends tax benefits for event companies until 2025. The minister denied the existence of requests from trade unions for changes to the text, stating that the technical teams will improve and improve the proposal.

“I believe that the debate in Congress will be sensitive on the part of President Rodrigo Pacheco not to make the return. […] We have time to talk about this, the quarantine to come into force in April gives us a reasonable period of time for dialogue”, he stated.

On the other hand, Sérgio Nobre, president of the CUT (Central Única dos Trabalhadores), declared that “everything is possible” in negotiations on the repayment of payroll and highlighted the importance of flexibility in the search for an agreement. “There cannot be a permanent clause. You have to be open to convincing and being convinced,” he said.

Payroll repayment is the subject of discussions about its effectiveness and constitutionality. Marinho emphasized the need to correct course, while the government seeks to present data that demonstrates the ineffectiveness of the policy in the labor market.

Guilherme Mello stated that the MP will be discussed with society and Congress, considering it a superior alternative to the current policy. “The design itself will be explained over the next few weeks, but it is clearly superior to what we have today. We started the dialogue process. This is the first meeting with workers and we will also have one with business representatives”, he added.

At the same time that Marinho and Mello explained about the negotiation, Pacheco pointed out that the MP brought “strangeness” to the senators, but that he was in talks with government and opposition party leaders to decide whether to return the MP totally or partially to the government, and that he would talk to Haddad.

Pacheco has been under pressure from parliamentary groups to return the MP, but stated that he intends to discuss each measure point by point and that some of them need to be analyzed more extensively with the Ministry of Finance.
