Lula says retail development will allow new debts – 07/18/2023 – Market

President Lula (PT) said this Tuesday (18th) that the part of the Desenrola Brasil program aimed at people who owe money in retail will begin operating in September and will help to “liberate millions of Brazilians”.

The Chief Executive said that in September the application for retail debtors will be launched. According to him, the program can “save 72% of the population that is in debt” and this will help in the recovery of the country’s economy.

“The end of the year is approaching, it is very important that people are freed from their small debts to incur another debt, always in a very responsible way. Nobody can spend what they don’t have”, he stated.

Track 1 starts in September

Adherence to track 1 of Desenrola should start in September. It is aimed at those who receive up to R$ 2,640 per month or are enrolled in the CadÚnico (Single Registry for Social Programs of the federal government), and entered the negative list from January 1, 2019, remaining with active debt until January 31. December 2022.

Tier 1 will allow you to renegotiate up to R$ 5,000 in any type of debt, as long as it is not rural credit, real estate financing, operation with funding or third-party risk, and debt with real guarantee.

Payment can be made in cash or in installments over 60 months, the amount of which must exceed R$50, with an interest rate of a maximum of 1.99% per month. According to the Ministry of Finance, the index can be reduced by banks or other financial institutions. The discharge of the amount will be made by Pix, boleto or debit. The grace period will be from 30 to 59 days.

The contracting of the renegotiation will only be done through a digital platform, which will still be created by an operating entity to be announced by the FGO (Fundo Garantidor de Operações), the guarantor of the agreements made in track 1. In this Tuesday’s live, Lula celebrated the beginning, this Monday (17), of the Desenrola Brasil program and said that this week there was already a bank offering debt reduction of up to 96%. “What’s happening is an extraordinary revolution,” she said.

In the estimation of Minister Fernando Haddad (Finance), the number of Brazilians with debts of up to R$ 100 who can keep their names clean could reach 2.5 million, if all banks adhere to the program.

The program, which was a campaign promise of the Lula government (PT) to reduce the number of debtors in the country, went into operation with the adhesion of the five largest banks – Bradesco, Banco do Brasil, Itaú Unibanco, Caixa Econômica and Santander.

Track 2 will be aimed at those with bank debt that led to the name being denied as of January 1, 2019 and remained on the list until December 31, 2022.

The participant must earn between R$2,640 (two minimum wages) and R$20,000 per month, will have a minimum period of 12 months to pay off the debt and will negotiate the amount of installments and the interest rate directly with the bank. There is no limit on the amount to be paid.

If the financial institution does not participate in the program, the account holder can carry out the portability of the debt to another bank, according to Febraban (Brazilian Federation of Banks).

With the renegotiation of the debt amount, the customer who owes up to R$ 100 will have his name removed from the list of defaulters as soon as he joins Desenrola, if he does not have debts from other sources such as electricity, water and stores. Denegativation will allow him to obtain other lines of credit or sign a lease, for example.

However, the debt must be paid and the person will have the “dirty name” again if he does not pay off the renegotiated installments on time.

The government’s expectation is that 30 million people will be benefited in this first moment and that R$ 50 billion can be renegotiated.
