Lula publishes project that releases funding for nursing – 05/12/2023 – Market

The government of President Luiz Inácio Lula da Silva (PT) published, this Friday (12), a bill that releases R$ 7.3 billion for the cost of the national nursing floor.

On April 18, the Chief Executive had signed the PLN (National Congress Bill) in a ceremony at the Planalto Palace, but the text was only now published — and therefore made official.

The measure opens special credit worth R$ 7.3 billion in favor of the Ministry of Health to guarantee payment to professionals in the sector.

The authorization to release the credit, the PLN, still needs to be approved by Congress, but should not find resistance from parliamentarians.

In December of last year, Congress enacted the PEC (Proposal for Amendment to the Constitution) which established the minimum amount of BRL 4,750 for nurses, BRL 3,325 for nursing technicians and BRL 2,375 for nursing assistants and midwives.

The Lula government had been charged by the category to implement the measure, which was suspended by an injunction by Minister Luís Roberto Barroso, of the STF (Federal Supreme Court), after the proposal did not foresee a financial impact on the entities of the federation.

States and municipalities, in turn, pressured the government against the proposal. The text gained strength in the face of the commitment of the category during the Covid-19 pandemic.

At the end of March, President Lula stated that the federal government intended to subsidize the salary of nursing professionals in Santas Casas so that the national floor for the category could be implemented.

Lula stated that the Minister of the Civil House, Rui Costa (PT), met with Minister Luís Roberto Barroso so that the injunction suspending the application of the floor could be revoked.
