Lot 2 of road concession published in Paraná – 06/12/2023 – Market

The federal government launched another road package in Paraná for the private sector. This Monday (12), ANTT (National Land Transport Agency) published the public notice for lot 2 of PR Vias (Integrated Highways of Paraná), offering almost 605 km of stretches of federal and state highways for 30 years.

The auction was scheduled for September 29 at the São Paulo Stock Exchange. The auction model will be exclusively for the lowest tariff, with increasing and proportional contributions for discounts above 18%.

The revenue forecast, after 30 years, is estimated at around R$ 37.2 billion, according to ANTT.

The second batch covers federal highways BR-153/277/369/PR and state highways PR-092/151/239/407/408/411/508/804/855. These are roads that cross the regions of Curitiba, Litoral, Campos Gerais and Norte Pioneiro.

The investment starts from 18% with the amount of R$ 100 million contributed to each percentage point of discount up to 23%, always cumulatively. Between 23% and 30% discount, the contribution is R$ 120 million at each point. Above 30%, BRL 140 million.

There will be seven toll plazas in total. In São José dos Pinhais, Jacarezinho, Carambeí and Jaguariaíva there are already collection structures, but they will undergo renovations. New toll plazas will be built in Sengés, Quatiguá and one more in Jacarezinho.

PR Vias foresees a total of six lots, on a set of federal and state roads that add up to 3,300 km in total. It is a road system that has already been called the “Integration Ring” and that makes the connection between the port of Paranaguá, the Metropolitan Region of Curitiba and the Ponte da Amizade, on the border with Paraguay.

The notice for lot 1 was published a month ago, with the offer of 473 km of roads and the auction scheduled for August 25th. The public notice for batch 2 was approved by the collegiate board of ANTT last Wednesday (7th) and published this Monday (12th).

The federal government has already indicated that the publication of the four remaining batches may be delayed until next year.

The first notice came out almost a year and a half after the end of the contracts with the old toll concessionaires. The break generated criticism from users, especially from the agricultural sector, who saw the deterioration of roads in the period.

Toll fees and the need for road works are sensitive issues in Paraná’s political environment and the new road concession model underwent intense discussion, especially during the change of management in the federal government.

The announcement provides for a ceiling for tariffs and, according to ANTT, the values ​​are lower in all toll plazas when compared to those practiced at the end of concessions in 2021.

In addition, drivers of light vehicles will also have a 5% discount on fees with the use of a tag. In Carambeí, for example, the price practiced in the old concession was R$ 11.50 for passenger cars. In the announcement, the value (subject to discount after the auction) is R$ 9.83. With the tag, it would reach BRL 9.34.

For frequent users who use the tag, the toll will have an additional discount.

According to ANTT, the 605 km stretch will have a total investment of R$ 17.3 billion throughout the contract.

The general director of ANTT, Rafael Vitale, highlights the implementation of an additional lane in Serra do Mar, in the stretch from kilometer 29 to kilometer 70.4 of the BR-277, which is an important logistical axis for the flow of imports and exports of products.

“The additional lane will bring more safety and fluidity for users, since the mountain region has a winding route and will depend on complex engineering solutions”, says Vitale.

Among the planned duplication works, the government of Paraná also highlights the stretch of PR-092 between Jaguariaíva and Santo Antônio da Platina; the BR-153 between Santo Antônio da Platina and Ourinhos; and the BR-369 between Ourinhos and Cornélio Procópio.

Regarding investments (Capex) in the stretch, the estimated value is R$ 10.8 billion. Almost half of the amount will be allocated to road duplication works (there will be 356 km of duplication works in total).

Operating costs (Opex) reach around R$ 6.5 billion to cover services, such as medical and mechanical assistance, for example. There will also be WiFi at customer service points and rest areas for truck drivers, with 4G technology.
